RESOLUTION NO. 23-1356 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ADOPTING <br /> THE STONERIDGE MALL FRAMEWORK COMPONENTS (CASE NO. P22-0969) <br /> WHEREAS, State Housing Element Law (Government Code Sections 65580 et seq.) <br /> requires that the City adopt a Housing Element for the eight-year period 2023-2031 to <br /> accommodate the City's regional housing need allocation (RHNA); and <br /> WHEREAS, to comply with State Housing Element Law, the City has prepared Housing <br /> Element Update 2023-2031 (the Housing Element); and <br /> WHEREAS, the City of Pleasanton has identified 18 acres of the Stoneridge Shopping <br /> Center in its Housing Element (referenced therein as Site 2) as a site to be rezoned for housing; <br /> and <br /> WHEREAS, pursuant to the California Environmental Quality Act (CEQA), a Program <br /> Environmental Impact Report (EIR) was prepared for the Housing Element; and <br /> WHEREAS, in acknowledgement of the unique characteristics of the Stoneridge Shopping <br /> Center site, multiple ownership entities, City and community objectives related to design and <br /> placemaking elements, along with the goal of preparing a vision statement, guiding principles for <br /> future development and a long-range land use planning document, the City commenced the <br /> Stoneridge Mall Framework process in August of 2022; and <br /> WHEREAS, the City has actively engaged with the multiply property owners and the <br /> community to: (1) draft long-term goals and outcomes for the Stoneridge Shopping Center; and <br /> (2) to facilitate consensus among the property owners for distribution among the parcels of the <br /> housing units contemplated at Stoneridge Shopping Center in the Housing Element; and <br /> WHEREAS, on December 15, 2022, the Planning Commission and the City Council held <br /> a joint public meeting to receive public comment and provide direction to staff regarding the <br /> Stoneridge Mall Framework; and <br /> WHEREAS, on January 11, 2023, staff provided the Planning Commission with a <br /> document named Stoneridge Mall Framework Components, which was inclusive of the allocation <br /> of housing units contemplated at Stoneridge Shopping Center in the Housing Element, a vision <br /> statement, guiding principles for future development and design and placemaking elements; and <br /> WHEREAS, on January 11, 2023, the Planning Commission held a duly noticed public <br /> hearing and considered the written agenda report, relevant exhibits, recommendations of City <br /> staff, and received testimony from interested parties and provided a favorable recommendation <br /> regarding the Stoneridge Mall Framework Components; and <br /> WHEREAS, on January 26, 2023, the City Council held a duly noticed public hearing and <br /> considered the written agenda report, relevant exhibits, recommendations of City staff, and <br /> received testimony from interested parties regarding the Stoneridge Mall Framework <br /> Components. <br />
