2 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> February 7, 2023 <br /> City Manager <br /> TITLE: ADOPT A RESOLUTION TO TERMINATE THE LOCAL EMERGENCY <br /> DECLARATION RELATED TO THE COVID-19 PANDEMIC AND END <br /> THE RELATED DELEGATION OF AUTHORITY TO THE CITY <br /> MANAGER TO AWARD AND EXECUTE CONTRACTS DURING SUCH <br /> EMERGENCY, CONCURRENT WITH THE REPEAL OF THE STATE <br /> EMERGENCY DECLARATION AS OF FEBRUARY 28, 2023; <br /> CONCLUDE THE BUSINESS ASSISTANCE PROGRAM; AND EXTEND <br /> THE DEADLINE DATE FOR THE DOWNTOWN PARKLET AND <br /> OUTDOOR DINING INSTALLATION GRANT PROGRAMS <br /> SUMMARY <br /> On March 23, 2020, the City Council adopted Resolution 20-1139 ratifying a <br /> Proclamation of the Existence of a Local Emergency due to the COVID-19 pandemic, <br /> following a declaration of a state of emergency in the State of California on March 4, <br /> 2020. On April 15, 2020, the City Council approved a Business Assistance Program to <br /> assist businesses due to loss of income. Since that time, the City has been <br /> implementing the business assistance and related programs to support Pleasanton <br /> businesses individually, and the local economy more broadly, throughout the pandemic. <br /> With the widespread availability of vaccinations that has served to significantly decrease <br /> COVID case rates, county and state restrictions have been removed such that <br /> businesses have returned to full operations. Accordingly, the Governor's Office has <br /> announced the COVID-19 State of Emergency in California will end on February 28, <br /> 2023. Adoption of the resolution will terminate the local emergency due to COVID and <br /> end the related delegation authority to the City Manager to award and execute contracts <br /> during the emergency as of February 28, 2023. The City Council's action to rescind the <br /> emergency declaration will also conclude the Business Assistance Program elements. <br /> Additionally, staff is recommending extension of the deadline date for the downtown <br /> parklet and outdoor dining installation grant programs to June 30, 2024, to allow <br /> additional time for businesses to plan and apply for, and construct, outdoor dining <br /> installations with sufficient time to apply for the reimbursement grant. <br /> STAFF RECOMMENDATION <br /> Adopt a resolution to terminate the local emergency declaration due to the COVID-19 <br /> pandemic and end the related delegation of authority to the City Manager to award and <br /> execute contracts during such emergency, concurrent with the repeal of the State's <br /> Emergency Declaration as of February 28, 2023; conclude the Business Assistance <br /> Program; and extend the deadline date of the downtown parklet and outdoor dining <br /> installation grant programs to June 30, 2024.
