January 26,2023 <br />Mayor and City Council <br />Gerry Beaudin, City Manager <br />THE CITY OF <br />MEMORANDUM <br />6 <br />PLEASANTON @ <br />Date <br />To: <br />From: <br />Subject: <br />Ellen Clark, Director of Community Development <br />Agenda ltem 3: Objective Design Standards, Supplemental Material <br />The following information amends Exhibit C to Attachment 1 and identifies additional <br />proposed changes (in bold underline to reflect new text and strikeeut to show deleted <br />text) to the draft Objective Design Standards (ODS) to be incorporated into the adopted <br />version. <br />The changes include technical changes to the affordability requirements for rental units <br />to align with how affordable rents are calculated, and with State law with respect to units <br />that are included pursuant to Housing Density Bonus law. They also reflect an <br />adjustment to the affordability requirement for for-sale units, based on <br />recommendations from the City's consultant: the Bay Area Affordable Homeownership <br />Alliance (BAAHA), who assists with administration of the City's homebuyer programs <br />and existing inventory of deed-restricted for-sale units, to require slightly deeper <br />affordability for smaller for-sale units than had been previously proposed. <br />Some additional adjustments to development standards have been made in response to <br />public comments, including correction of a side yard setback and addition of a standard <br />intended to ensure neighborhood compatibility for Housing Element sites that directly <br />abut single-family properties, by requiring a larger setback and reduced building heights <br />in those cases. <br />Finally, acknowledging some of the concerns from local residential developers, staff <br />recommends that additional review be completed of the "Site Development Standards <br />for Projects" proposed in Part 2, Development Standards, with particular emphasis on <br />Sections A, B, and C, as well as refinement of Standard B 1.5 for upper story floor area, <br />to address public comments and to better align with existing requirements in the <br />Pleasanton Municipal Code. While staff recommends proceeding with adoption of the <br />ODS as drafted (and amended above) in order to ensure a robust body of standards are <br />in place when the Housing Element is adopted, these further amendments to this <br />section would be brought forward to the City Council at a near-term meeting, following
