RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />CERTIFYING THE ENVIRONMENTAL IMPACT REPORT (STATE CLEARINGHOUSE <br />NO. 2022040091) FOR THE 6TH CYCLE HOUSING ELEMENT (P21-0751) AND <br />RELATED AMENDMENTS TO THE GENERAL PLAN; ADOPTING A STATEMENT OF <br />OVERRIDING CONSIDERATIONS; MAKING FINDINGS OF FACT; AND ADOPTING A <br />MITIGATION MONITORING AND REPORTING PROGRAM <br />WHEREAS, the State of California requires cities and counties to adopt a comprehensive, <br />long-term General Plan for the physical development of the City; and <br />WHEREAS, the Housing Element is one of seven mandated elements of the General Plan <br />and must address the existing and projected housing needs for all economic segments of the <br />community; and <br />WHEREAS, State law requires Housing Elements to be updated and certified by the <br />California Department of Housing and Community Development (HCD) every eight years; and <br />WHEREAS, the City of Pleasanton prepared the 2023-2031 (6th Cycle) Housing Element, <br />P21-0751 (“Project”) in accordance with State law; and <br />WHEREAS, pursuant to the California Environmental Quality Act (CEQA), a Program <br />Environmental Impact Report (EIR) was prepared for the Project; and <br />WHEREAS, on January 11, 2023, the Planning Commission held a properly noticed <br />public hearing to review the Stoneridge Mall Framework (P22-0969), Objective Design Standards <br />(P20-0989), 2023-2031 (6th Cycle) Housing Element Update (P21-0751) and Final EIR; and <br />WHEREAS, the Commission conducted a public hearing and considered relevant <br />exhibits, recommendations of the City staff, received testimony from the public, and <br />recommended that the City Council certify the Environmental Impact Report; and <br />WHEREAS, on January 26, 2023, the City Council held a properly noticed public <br />hearing to review the Stoneridge Mall Framework (P22-0969), Objective Design Standards (P20- <br />0989), 2023-2031 (6th Cycle) Housing Element Update (P21-0751) and Final EIR; and <br />WHEREAS, the City Council conducted a public hearing and considered relevant <br />exhibits, recommendations of the City staff, and received testimony from the public; and <br />WHEREAS, the City Council has reviewed and considered the Final EIR and the whole of <br />the administrative record in its determination regarding the 2023-2031 (6th Cycle) Housing <br />Element Update (P21-0751). <br />NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br />PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />Section 1. <br />1)Certifies the Final EIR for the 6th Cycle Housing Element (Exhibit A). <br />2) Makes findings of fact, adopts the Statement of Overriding Considerations, <br />and adopts a Mitigation Monitoring and Reporting Program (Exhibit B). <br />ATTACHMENT 1
