<br /> Bicycle, Pedestrian & Trails <br />Committee <br />Agenda Report <br /> January 23, 2023 <br /> <br /> Item 4 <br /> <br /> <br />SUBJECT: REVIEW OF THE DRAFT CONCEPTUAL PLANS FOR THE I-580 <br />OVERCROSSING IMPROVEMENT PROJECT <br /> <br /> <br /> <br />SUMMARY <br />The I-580 Overcrossing Improvement project consists of bicycle and pedestrian improvements <br />on three overcrossings at I-580. Conceptual design plans were prepared for the overcrossings <br />of I-580/Hopyard Road, I-580/Hacienda Drive and I-580/Santa Rita Road. The preliminary <br />design plans were completed in 2019. An operations analysis was completed to determine if the <br />preliminary design would create excessive delays. This operations analysis did show that <br />several of the preliminary design concepts created vehicle backups through adjacent <br />intersections, which requires minor revisions to the preliminary design. <br /> <br />This project is ranked third on the BPMP priority list but fit well into a Highway Safety <br />Improvement Program (HSIP) grant opportunity. The HSIP Cycle 11 grant was awarded to the <br />City on March 6, 2021, for $250,000. In addition to this funding, TDA Article 3 will be used to <br />match the grant funding in the amount of $190,000. <br /> <br />Fehr & Peers (F&P) was selected as the design consultant to update the preliminary design plan <br />to a full construction plan set that will incorporate best practices for bike and pedestrian facilities <br />adjacent to Caltrans facilities. The updated preliminary plans are being provided to the BPTC for <br />review and feedback. See Attachment 1. The plans will also need to be reviewed by Caltrans <br />and the City of Dublin. <br /> <br />It is expected that the full construction plans will be available for review in the Spring of 2023 <br />and construction possible upon Caltrans approval possibly in the Fall of 2023. <br /> <br />RECOMMENDATION <br />It is recommended that the Bicycle, Pedestrian & Trails Committee receive and consider this <br />report, and provide staff with any input deemed suitable. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
