5 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> January 17, 2023 <br /> Engineering <br /> TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD <br /> A CONSTRUCTION CONTRACT TO GOLDEN BAY CONSTRUCTION, INC. <br /> IN THE AMOUNT OF $1,561,960.50 FOR THE VAL VISTA UNDERDRAIN <br /> IMPROVEMENTS PROJECT, CIP NO. 21457 <br /> SUMMARY <br /> The soccer fields at Val Vista Park are irrigated with recycled water. This planned <br /> project will divert recycled irrigation water collected in the soccer field underdrain <br /> system to the sanitary sewer system to meet the State Water Board's requirement that <br /> recycled irrigation water cannot be discharged to the storm drainage system. The work <br /> includes the installation of approximately 2,140 feet of new sanitary sewer lines, <br /> manhole structures, and two packaged pump stations. The project also rehabilitates <br /> four existing storm drain outfalls and sections of the 18-inch to 48-inch diameter <br /> corrugated metal storm drainpipe. The project, designed by Pakpour Consulting Group, <br /> was competitively bid on December 9, 2022, with a total of nine submitted bids. Staff <br /> recommends the award of the construction contract to the lowest responsible bidder, <br /> Golden Bay Construction, Inc., in the amount of$1 ,561 ,960.50 for the Val Vista <br /> Underdrain Improvements Project, CIP No. 21457. <br /> RECOMMENDATION <br /> 1. Approve the plans and specifications, review the bids received, and award a <br /> construction contract for the project to Golden Bay Construction, Inc in the amount <br /> of $1 ,561 ,960.50. <br /> 2. Authorize the City Manager to enter into the construction contract. <br /> 3. Authorize the Director of Engineering to approve and execute project change orders <br /> for a contingency amount not-to-exceed $235,000 (approximately 15 percent). <br /> 4. Authorize a transfer from CIP No. 22484, Design and Construct Storm Drain <br /> Outfalls Rehabilitation Project, in the amount of $414,543 to the Val Vista <br /> Underdrain Improvements Project, CIP No. 21457. <br /> FINANCIAL STATEMENT <br /> The anticipated expenditure for this project is $2,014,543 for the construction award, <br /> contingency, support services, testing, and other miscellaneous costs. A total of <br /> $1,600,000 is budgeted in the Val Vista Underdrain Improvements Project, CIP No. <br /> 21457, leaving a project shortfall of $414,543. Staff recommends transferring the <br /> $414,543 from CIP No. 22484, the Design and Construct Storm Drain Outfalls <br /> Rehabilitation Project, to CIP No. 21457 to fully fund the project. The funding and <br /> anticipated project expenditures are detailed in Attachment 1. <br />
