January 17, 2023 Engineering TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD A CONSTRUCTION CONTRACT TO GOLDEN BAY CONSTRUCTION, INC. IN THE AMOUNT OF $1,561,960.50 FOR THE VAL VISTA UNDERDRAIN IMPROVEMENTS PROJECT, CIP NO. 21457 SUMMARY The soccer fields at Val Vista Park are irrigated with recycled water. This planned project will divert recycled irrigation water collected in the soccer field underdrain system to the sanitary sewer system to meet the State Water Board's requirement that recycled irrigation water cannot be discharged to the storm drainage system. The work includes the installation of approximately 2,140 feet of new sanitary sewer lines, manhole structures, and two packaged pump stations. The project also rehabilitates four existing storm drain outfalls and sections of the 18-inch to 48-inch diameter corrugated metal storm drainpipe. The project, designed by Pakpour Consulting Group, was competitively bid on December 9, 2022, with a total of nine submitted bids. Staff recommends the award of the construction contract to the lowest responsible bidder, Golden Bay Construction, Inc., in the amount of$1 ,561 ,960.50 for the Val Vista Underdrain Improvements Project, CIP No. 21457. RECOMMENDATION 1. Approve the plans and specifications, review the bids received, and award a construction contract for the project to Golden Bay Construction, Inc in the amount of $1 ,561 ,960.50. 2. Authorize the City Manager to enter into the construction contract. 3. Authorize the Director of Engineering to approve and execute project change orders for a contingency amount not-to-exceed $235,000 (approximately 15 percent). 4. Authorize a transfer from CIP No. 22484, Design and Construct Storm Drain Outfalls Rehabilitation Project, in the amount of $414,543 to the Val Vista Underdrain Improvements Project, CIP No. 21457. FINANCIAL STATEMENT The anticipated expenditure for this project is $2,014,543 for the construction award, contingency, support services, testing, and other miscellaneous costs. A total of $1,600,000 is budgeted in the Val Vista Underdrain Improvements Project, CIP No. 21457, leaving a project shortfall of $414,543. Staff recommends transferring the $414,543 from CIP No. 22484, the Design and Construct Storm Drain Outfalls Rehabilitation Project, to CIP No. 21457 to fully fund the project. The funding and anticipated project expenditures are detailed in Attachment 1.
