16 <br /> THE CITY OF <br /> C , + CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> January 17, 2023 <br /> Economic Development <br /> TITLE: APPROVE STREET CLOSURES AND ESTIMATED EXPENDITURES <br /> FOR 2023 WEEKEND ON MAIN STREET CLOSURE PROGRAM IN <br /> DOWNTOWN PLEASANTON <br /> SUMMARY <br /> The City introduced the Weekend on Main street closures program in 2020, with support <br /> from the Pleasanton Downtown Association (PDA), to provide outdoor space for <br /> downtown merchants to expand their operations while indoor operations were restricted <br /> due to County and State health orders, as well as to draw residents to downtown while <br /> maintaining social distancing during COVID. In 2020, the street closures took place <br /> each weekend between June 19 and November 1; in 2021, the program ran each <br /> weekend from April 30 through September 6. These Weekend on Main seasons were <br /> well received by the community and helped to bring much-needed activity into the <br /> downtown during the pandemic; however, merchants' experiences were mixed. <br /> In 2022, the street closures were renamed First Weekends on Main, and were <br /> scheduled for the first weekend (Friday late afternoon through Sunday evening) of each <br /> month from May through December, as part of PDA's annual downtown events <br /> schedule. To bring additional benefit to downtown merchants and the community, each <br /> of the monthly weekend closures offered activity/programming during the day on <br /> Saturday. The PDA is allowed 10 downtown street closures per year to hold events and <br /> activities as part of its annual programming; as First Weekends on Main is a PDA <br /> program, the street closures requested would be part of the 10 allowable closures. For <br /> the 2023 season, the PDA Board of Directors is requesting six street closures whereby <br /> First Weekends on Main would be scheduled on the first weekend (Friday late afternoon <br /> through Sunday evening) of each month from May through October. <br /> STAFF RECOMMENDATION <br /> Approve the street closures for First Weekends on Main as part of the Pleasanton <br /> Downtown Association's annual events schedule from May to October 2023, including <br /> estimated City expenses for the street closures. <br /> FINANCIAL STATEMENT <br /> The 2023 Weekend on Main street closures would generate direct expenses of <br /> approximately $54,000 to the City for six weekends ($9,000 per weekend), including <br /> contracting with a vendor for barricade rentals ($20,000), Operations Services <br /> Department staff overtime for placement/removal of barricades to close and re-open <br />
