THE CITY OF • <br /> I <br /> ~{ i=' 1 CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> August 16, 2022 <br /> Engineering <br /> TITLE: AUTHORIZE AN INCREASE TO FY 2022/23 OPERATING BUDGETS FOR <br /> REQUIRED SLOPE STABILIZATION MAINTENANCE IN ALL FOUR <br /> PLEASANTON GEOLOGICAL HAZARD ABATEMENT DISTRICTS <br /> SUMMARY <br /> A Geologic Hazard Abatement District (GHAD) is a property assessment district that is <br /> formed to: <br /> 1. Fund bi-annual inspections of storm drainage and slope stabilization <br /> infrastructure by a City-hired expert consultant; and <br /> 2. Maintain the infrastructure based on those inspections utilizing the services of a <br /> construction contractor; and <br /> 3. Replace the infrastructure at the end of its service life. <br /> There are four GHADs within the city of Pleasanton all located on the west side of <br /> Foothill Road (see Attachment 1): Laurel Creek, Moller Ranch, Lemoine Ranch and Oak <br /> Tree Farm. <br /> The source of funding for the GHADs is an annual assessment of each property within <br /> the district. A portion of the assessment is allocated to the GHAD operating budget each <br /> year for monitoring and routine maintenance, and the remaining assessment amount is <br /> placed into a reserve. The reserve is intended to be available to replace infrastructure at <br /> the end of its useful life or in the event something significant occurs that must be <br /> addressed, such as a landslide. Any funds that remain available in a GHAD's operating <br /> budget at the end of the fiscal year are transferred to the respective GHAD's reserve <br /> account. <br /> While no infrastructure requires replacement at this time, nor has a significant event <br /> occurred in any of the GHADs, this year's inspection and monitoring of each GHAD <br /> indicates significant routine maintenance is required beyond what is possible to <br /> accomplish with the FY 2022/23 GHAD operating budgets. Staff recommends an <br /> increase to each GHAD's FY 2022/23 operating budget utilizing funds in the reserve <br /> accounts. The increase will allow the City Manager to execute a contract based on a <br /> competitive bid received from a construction contractor to perform maintenance work <br /> identified within each GHAD. <br />
