2
THE CITY OF
CITY COUNCIL AGENDA REPORT
pLE ASAN TON
June 28, 2022
City Attorney
City Manager
TITLE: REVIEW UPDATED CITY COUNCIL MEETING RULES OF PROCEDURE
FOR ADOPTION
SUMMARY
A City Council Work Plan goal is to update the current City Council Rules and Operating
Procedures, which were last revised in 1995. A Council subcommittee consisting of
Mayor Brown and Councilmember Narum has been meeting with staff from the City
Manager's and City Attorney's offices to develop draft City Council Meeting Rules of
Procedure to clarify the process for the conduct of business at City Council meetings.
The purpose of the draft Rules of Procedure is to codify practices and guidelines for the
orderly, consistent and fair conduct of City Council meetings, and to address the
appointment process to other public bodies, boards and commissions. This includes
methods for public participation, clarifying agenda order, simplifying parliamentary
motions and voting, as well as the process for appointments for boards and
commissions.
The Code of Conduct (Political Reform Act and ethics) and Reimbursement Policy [for
travel and training] are not addressed in these draft Rules of Procedure, but will be
presented to the Council as separate items at subsequent meetings.
RECOMMENDATION
Staff recommends that Council review the draft updated Rules of Procedure and
provide direction if any changes should be made. Requested modifications will return for
adoption at a future regularly scheduled City Council meeting. The City Council may
also adopt the Rules of Procedure if no substantive changes are needed.
FINANCIAL STATEMENT
Review and implementation of the draft Rules of Procedure has no financial impact on
the City.
