THE CITY OF 12 <br /> -�-�: CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> December 21, 2021 <br /> Operations Services <br /> TITLE: CONSIDER ADOPTION OF AN URGENCY ORDINANCE TO AMEND <br /> MUNICIPAL CODE CHAPTER 9.30 WATER MANAGEMENT PLAN TO <br /> ADJUST IRRIGATION RESTRICTIONS AND MAKE OTHER MINOR <br /> AMENDMENTS <br /> SUMMARY <br /> On October 5, 2021, City Council approved the introduction of amendments to <br /> Pleasanton Municipal Code (PMC) Chapter 9.30 Water Management Plan, to align with <br /> the 2020 update to the City's Water Shortage Contingency Plan (WSCP). During the <br /> meeting discussion, the recommendation was made to examine further the opportunity <br /> to align the number of irrigation watering day(s) restrictions more closely with our <br /> neighboring water agencies' corresponding requirements. The proposed irrigation <br /> watering day restriction amendments reflect alignment with Dublin San Ramon Services <br /> District's (DSRSD) current Stage 2 requirements. In addition, further amendments, <br /> minor in nature, were made for language clarity and ease-of-use code interpretation. <br /> This includes added language to limit the reduction requirements for medical patient- <br /> care facilities to preserve life and safety services. This item is introduced for adoption <br /> under an urgency ordinance due to the Local Drought Emergency and Stage 2 Water <br /> Shortage currently in effect. <br /> RECOMMENDATION <br /> Staff recommends that City Council adopt the Urgency Ordinance to amend Municipal <br /> Code Chapter 9.30 Water Management Plan, to adjust the one day per week cool <br /> season watering day restriction window to fall between November through March, and <br /> additional minor amendments. <br /> FINANCIAL STATEMENT <br /> Adoption of the amendments will require updating the City's Water Shortage <br /> Contingency Plan, which requires public notification, public hearing, and adoption. The <br /> cost associated with WSCP amendment facilitated through the City's 2020 Urban Water <br /> Management Plan consultant, and notification posting is estimated at $10,000. <br />
