3 <br />THE CITY OF <br />I: 111 5,21 """ Viii CITY COUNCIL AGENDA REPORT <br />PLEASANTON� <br />November 2, 2021 <br />City Attorney <br />City Clerk <br />City Manager <br />TITLE: CONSIDER ADOPTION OF FINDINGS REGARDING PUBLIC HEALTH <br />RELATED TO THE COVID-19 PANDEMIC TO SUPPORT CONTINUED <br />VIRTUAL PUBLIC CITY MEETINGS PER RESOLUTION NO. 21-1249 <br />SUMMARY <br />State law generally requires that the City hold public meetings where people may attend <br />and participate. Due to the COVID-19 pandemic, the Governor declared a state of <br />emergency and allowed for virtual meetings to protect the public health. New State law, <br />AB 361, requires the City make findings regarding public health to continue with virtual <br />meetings. The City Council adopted such findings on October 5, 2021 by Resolution No. <br />21-1249, and must renew the findings every 30 days. <br />RECOMMENDATION <br />Adopt by minute order' the following findings: <br />1. Covid-19 continues to be transmitted in Alameda County and the Public <br />Health Officer recommends that persons avoid being indoors for extended <br />time periods unless at least six feet of social distancing can be maintained. <br />2. City meetings cannot provide for such social distancing due to the small size <br />of meeting rooms and large numbers of commissioners, committee members, <br />staff and the public at many City meetings. <br />FINANCIAL STATEMENT <br />No affect.
