THE CITY OF 13 <br />CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />October 19, 2021 <br />Community Development <br />TITLE: REVIEW AND PROVIDE DIRECTION ON THE DRAFT PRELIMINARY <br />REPORT FOR THE 2023-2031 (6TH CYCLE) HOUSING ELEMENT UPDATE <br />AND HOUSING RELATED POLICY ITEMS TO BE BROUGHT FORWARD <br />FOR FUTURE ANALYSIS AND DISCUSSION <br />SUMMARY <br />Work continues on the 2023-2031 (6t" Cycle) Housing Element Update, which among <br />other components, includes a comprehensive Preliminary Report (titled, Background <br />Report in previous Housing Element cycles). The Preliminary Report includes many of the <br />key Housing Element components required by state law. The project team has prepared <br />the following four sections of the Preliminary Report for review, discussion, and direction <br />by the City Council, included as Attachment 1 to this agenda report: <br />• Housing Needs Assessment <br />• Housing Constraints Analysis <br />• Review of Existing Programs in the Housing Element <br />• Housing Resources <br />This agenda report provides a summary of each of these sections, which are intended to <br />help analyze Pleasanton's housing trends, identify zoning and market constraints, and <br />provide key background information that will help the City consider approaches to <br />meeting housing needs across all income levels, including potential new policies to be <br />brought back for consideration and discussion in the future. Staff is requesting the City <br />Council's input regarding refinements or clarification to these sections of the Preliminary <br />Report. Additional sections of the Preliminary Report and Housing Element will be <br />brought back at future meetings and will include the draft Housing Sites Inventory and the <br />Affirmatively Furthering Fair Housing (AFFH) Assessment. <br />Input is also requested from the City Council on of the range of new or amended policies <br />and programs that should be further studied for potential inclusion in the Housing <br />Element. A preliminary list of such topics is outlined in this report; staff expects to bring <br />forward for more detailed review and discussion in one or more meetings in early 2022. <br />Next steps in the Housing Element update process are also outlined in this report. <br />RECOMMENDATION <br />1. Receive and provide direction on the draft Preliminary Report for the 2023-2031 (6th <br />Cycle) Housing Element Update; and <br />2. Receive and provide direction on a list of policy items to be brought forward for future <br />analysis and discussion. <br />
