October 19, 2021 Human Resources TITLE: INTRODUCTION OF PROPOSED MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PLEASANTON AND THE PLEASANTON CITY EMPLOYEES' ASSOC IATION/AFSCME LOCAL 955 WITH TERM ENDING MARCH 31, 2025 SUMMARY The Memorandum of Understanding (MOU) between the City of Pleasanton and the Pleasanton City Employees' Association/AFSCME Local 955 (PCEA) expires on March 31, 2022. Representatives from PCEA and the City of Pleasanton met and conferred in good faith and have agreed to a successor agreement. The City's practice is to intro- duce the key elements of the proposed MOU, receive input from the public and allow for open discussion prior to adopting the agreement at the next public meeting. RECOMMENDATION It is recommended that the City Council obtain public input and provide comment regarding the key elements of the tentative agreement negotiated between the Pleasanton City Employees' Association/AFSCME Local 955 and the City of Pleasanton. This matter will be included on the agenda for the November 2, 2021 meeting for approval. FINANCIAL STATEMENT The financial impact to the City budget as a result of implementing the successor Memorandum of Understanding is approximately $5.5M through FY 2024/25. Of this amount, a total of approximately $266K will impact FY 2021/22 and will be funded from the City's General Fund Contingency.
