THE CITY OF <br />CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />r N <br />July 20, 2021 <br />Engineering <br />TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD <br />A CONSTRUCTION CONTRACT TO VSS INTERNATIONAL, INC. IN THE <br />AMOUNT OF $446,000 FOR THE ANNUAL SLURRY SEAL OF VARIOUS <br />STREETS, CIP NO. 21504 <br />SUMMARY <br />This project consists of placing slurry seal on 1.45 million square feet of existing <br />pavement to prolong the useful life of the existing street infrastructure while providing a <br />safe and smooth riding condition. Slurry seal is an application of a thin coat of <br />asphalt/aggregate slurry mixture that seals the road surface. Bids were received on <br />June 1, 2021, and staff recommends award of the construction contract to the lowest <br />responsible bidder, VSS International, Inc. in the amount of $446,000 for the Annual <br />Slurry Seal of Various Streets Project, CIP No. 21504. <br />RECOMMENDATION <br />Approve plans and specifications review the bids and award the construction <br />contract for the project to VSS International, Inc. of West Sacramento, CA, for the <br />low bid amount of $446,000. <br />2. Authorize the City Manager to enter into the project contract. <br />3. Authorize the Director of Engineering to approve and execute contract change <br />order(s) for a contingency amount not -to -exceed $66,900 (approximately 15 percent <br />of the contract) for unforeseen yet necessary related work. <br />FINANCIAL STATEMENT <br />Project funding totals $625,000 with an anticipated total expenditure of $528,461, <br />including $81,900 for the construction contingency and testing services. Funding and <br />anticipated project expenditures are detailed in Attachment 1. <br />
