CITY OF PLEASANTON 2 CITY COUNCIL MEETING MINUTES May 4, 2021 This meeting was conducted in accordance with Governor Newsom's Executive Orders N-25-20 COVID-19 pandemic protocols. Mayor Brown called the teleconferenced regular meeting of the City Council from various remote locations to order at the hour of 7:00 p.m. Councilmember Narum led the Pledge of Allegiance and provided opening remarks. ROLL CALL Present: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown Absent: None AGENDA AMENDMENTS Mayor Brown reported Item No. 14 is a continuation of the Workshop which ran late into the evening. She advised there were three hours of public comment regarding the Work Plan at the meeting last week before it was closed so they will not allow public comment for Item No. 14 tonight. She advised that emails sent to the City Council after the meeting were read. She noted there will be another opportunity for public comments when the Work Plan is voted on at a future meeting for adoption. CONSENT CALENDAR Mayor Brown opened public comment. Bryan Bowers reported he is a Parks and Recreation Commissioner who recently applied for a second term and respectfully asked the Council to reconsider his reappointment. Mayor Brown closed public comment. In response to Councilmember Arkin's inquiry regarding Item 6, Traffic Engineer Mike Tassano reported Ray's Electric was slightly below the bid estimate of $725,000. He advised Ray's Electric is located in Oakland and has done work like this for 31 years. He explained bonds are required to ensure they do the work acceptably. He reported receiving good references from previous cities they have worked with. He reported the biggest difference in Ray's Electric's proposal from its competitors is they have a concrete crew so there is no subcontractor required at an additional cost. He believes this will be a good contract. In response to Councilmember Balch's inquiry regarding Item 1, Mayor Brown advised she was uncomfortable with bifurcating or pulling the Parks and Recreation Commission appointments as she does not want these three new individuals to feel like they are not appreciated. Councilmember Narum agreed with Councilmember Balch on wishing to see the Park and Recreation Commission separated given the public comments received and believes it may be helpful for an explanation of how Mayor Brown arrived at her recommendations. Mayor Brown reported she did not wish to explain her reasoning publicly. Councilmember Narum reported she inquired with City Attorney Dan Sodergren regarding her concerns and was advised it could not be discussed as it was a potential Brown Act violation.
