5 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON, <br /> March 2, 2021 <br /> Engineering <br /> TITLE: ADOPT A RESOLUTION AUTHORIZING THE MAYOR OF THE CITY OF <br /> PLEASANTON TO EXECUTE TWO RIGHT OF WAY CONTRACTS AND <br /> GRANT TWO TEMPORARY CONSTRUCTION EASEMENTS TO THE <br /> ALAMEDA COUNTY TRANSPORTATION COMMISSION FOR THE <br /> 1-680 SOUTHBOUND EXPRESS LANES BETWEEN STATE ROUTE 84 <br /> AND ALCOSTA BOULEVARD PROJECT <br /> SUMMARY <br /> The Alameda County Transportation Commission (ACTC) will be undertaking a project <br /> to add an express lane to southbound Interstate 680 (1-680) between State Route (SR) <br /> 84 and Alcosta Boulevard. Attachment Two provides an overview of the project. In order <br /> to construct the express lanes, ACTC is requesting the City grant a Temporary <br /> Construction Easement (TCE) along the length of two vacant properties owned by the <br /> City of Pleasanton: Southwest Corner of W. Las Positas Boulevard and Interstate 680 <br /> (APN 941-1000-5, Parcel No. 62415) and West Lagoon Road (APN 946-4590-8-2, <br /> Parcel No. 64216). The easements are immediately adjacent the existing 1-680 right-of- <br /> way. The first is 15 feet wide and approximately 1,042 feet long (15,630 square feet), <br /> and the second is 16 feet wide and approximately 826 feet long (13,208 square feet). <br /> The TCEs will expire 30 months after recording, or December 31, 2023, whichever is <br /> sooner. ACTC, working with Associated Right of Way Services (ARWS), has appraised <br /> the needed TCEs to determine the appropriate value of each easement area; the first is <br /> valued at $6,000 and the second is valued at $2,600. Payment will be made to the City <br /> of Pleasanton when the Right of Way Contracts are signed. <br /> RECOMMENDATION <br /> Adopt a resolution authorizing the Mayor of the City of Pleasanton to execute the Right <br /> of Way Contracts and grant the two requested Temporary Construction Easements to <br /> ACTC for the 1-680 southbound express lanes between SR 84 and Alcosta Boulevard <br /> Project. <br /> FINANCIAL STATEMENT <br /> The total compensation to the City for granting the requested Temporary Construction <br /> Easements is $8,600. <br />
