March 16, 2021 Operations Services TITLE: APPROVE AMENDMENT TO INCREASE THE AGREEMENT WITH PSC INDUSTRIAL OUTSOURCING, LP, FOR ROUTINE HAZARDOUS WASTE HAULING AND EMERGENCY RESPONSE SERVICES BY $35,000 AND APPROVE A ONE-YEAR CONTRACT EXTENSION FOR $80,000 SUMMARY Staff is requesting to increase the current standard services agreement(Agreement) amountfor$35,000 with PSC Industrial Outsources, LP, (PSC)for routine hazardous waste hauling and emergency response services. In addition,staff is requesting to extend the three-year term Agreement with PSC an additional one-yearfor$80,000. PSC performs essential services which include routine hazardous waste hauling and disposal, non-emergency closure and decontamination of storage structures and homeless encampments and provides 24-hour emergency response in the event of a hazardous materials incident. This request results from additional unanticipated, non-routine services, such as homeless en campmentclean ups and other requested chemical clean ups.The additional $35,000 will cover the routine hazardous waste disposal and non-routine situations forthe remainder of this fiscal year. RECOMMENDATION Approve and authorize the City Manager to add $35,000 to the existing three-year term Agreement with PSC for a cumulative not-to-exceed amountof$235,000 through June 30, 2021, and extend the Agreement from July 1, 2021 through June 30,2022 fora not- to-exceed maximum of$80,000. FINANCIAL STATEMENT Appropriations for the requested additional $35,000 for this Agreement is included in the annual Operations Services Department FY2020/21 budget. The $80,000 contractual amountfor the one-year term extension will be budgeted into the FY2021/22 budget.
