14 <br /> THE CITY OF <br /> ' CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> February 16, 2021 <br /> Operations Services <br /> TITLE: APPROVE THIRD AMENDMENT TO THE PROFESSIONAL SERVICES <br /> AGREEMENT WITH WRA, INC. FOR STREAM AND POND ROUTINE <br /> MAINTENANCE PERMITTING SUPPORT IN THE AMOUNT OF $17,400 <br /> SUMMARY <br /> The City seeks to complete the regulatory permit process for the Pleasanton Stream <br /> Maintenance Project (SMP), including the preparation of required responses to State <br /> and Federal agencies that have jurisdictional oversite over drainage channels and <br /> detention basins the City maintains. These channels and basins are located on City- <br /> owned properties and are identified in Attachment 3 of this report. The City and its <br /> consultant WRA, Inc. are currently in the process of preparing the permit application <br /> package. Initial comments received from the Regional Water Quality Control Board <br /> (RWQCB) request the preparation of a new document. a Habitat Mitigation and <br /> Monitoring Program, which was previously not included under the WRA, Inc. scope of <br /> work. Along with the Habitat Mitigation and Monitoring Program, there is additional <br /> permit processing support that is needed; therefore, staff is proposing an amendment to <br /> the professional services agreement with WRA, Inc. for an additional $17,400 which <br /> includes a 20 percent contingency. Furthermore, new regulations regarding obtaining <br /> permits with the RWQCB added unplanned time to the permit preparation process. To <br /> accommodate for the uncertainty of time to complete the permit acquisition process, <br /> staff is also proposing a six-month extension to this agreement. <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to amend the Professional Services <br /> Agreement with WRA, Inc., for an additional $17,400, which brings the total not-to- <br /> exceed contractual amount to $274,304 and extend the contract term to December 31, <br /> 2021. <br /> FINANCIAL STATEMENT <br /> This amendment of $17,400 brings the total not-to-exceed contractual amount to <br /> $274,304, which will be funded from CIP No. 20415 Bi-Annual Storm <br /> Repairs/Improvements project. <br />
