12 <br /> THE CITY OF <br /> ,',, ::: <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON, <br /> February 16, 2021 <br /> Finance <br /> TITLE: APPROVE LEASE AGREEMENT WITH THE ALAMEDA COUNTY <br /> FAIRGROUNDS FOR USE OF PROPERTY TO PROVIDE COVID-19 <br /> TESTING SERVICES <br /> SUMMARY <br /> In April 2020, the cities of Pleasanton, Dublin and Livermore entered into a <br /> Memorandum of Understanding (MOU) with Stanford — ValleyCare (SVC) to provide <br /> COVID-19 testing (testing) at the Alameda Fairgrounds (Fairgrounds) that prioritized <br /> testing for Tri-Valley residents, first responders, medical professionals and disaster <br /> service workers. SVC has operated the Fairgrounds testing site since April 27, 2020. <br /> The Fairgrounds has been allowing SVC to use their property to provide testing services <br /> since April 27th without charging rent. Alameda County agreed to fund SVC's operation <br /> of the Fairgrounds testing site through December 30, 2020 as well as provide funding to <br /> reimburse the cities for their contributions and to reimburse the Fairgrounds for the use <br /> of their property for the testing. <br /> Alameda County subsequently also agreed to fund SVC's testing services from January <br /> 4, 2021 through March 31, 2021 including reimbursing the Fairgrounds for the use of <br /> their property. The County conditioned their offer on the City of Pleasanton continuing to <br /> be the conduit of the payments on behalf of the County. The proposed lease agreement <br /> (Agreement) with the Fairgrounds outlines the terms, dates, facilities, and daily rates for <br /> the Fairgrounds testing site from January 4, 2021 through March 31, 2021. The City <br /> needs to enter the proposed Agreement to pass-through the County's reimbursement to <br /> the Fairgounds. <br /> RECOMMENDATION <br /> Approve the draft Agreement with the Fairgrounds for use of space to provide COVID- <br /> 19 testing services provided from January 4, 2021 through March 31, 2021 in an <br /> amount not to exceed $137,025 and authorize the City Manager to finalize and sign the <br /> Agreement. <br /> FINANCIAL STATEMENT <br /> Under the proposed Agreement, the Fairgrounds will invoice the City for up to $137,025, <br /> which the City will pay. In turn, the City will then invoice the County for the $137,025. <br /> The City has no other financial obligation under the proposed Agreement. <br />
