12
THE CITY OF
CITY COUNCIL AGENDA REPORT
LEASANTONO
January 19, 2021
Finance
TITLE: APPROVE LEASE AGREEMENT WITH THE ALAMEDA COUNTY
FAIRGROUNDS FOR USE OF PROPERTY TO PROVIDE OF COVID-19
TESTING SERVICES
SUMMARY
In April 2020, the cities of Pleasanton, Dublin and Livermore entered into a
Memorandum of Understanding (MOU) with Stanford — ValleyCare (SVC) to provide
COVID-19 testing (testing) at the Alameda Fairgrounds (Fairgrounds) that prioritized
testing for Tri-Valley residents, first responders, medical professionals and disaster
service workers. SVC has operated the Fairgrounds testing site since April 28, 2020.
The Fairgrounds has been allowing SVC to use their property to provide testing services
since April 28th without charging rent. Alameda County agreed to fund SVC's operation
of the Fairgrounds testing site through December 30, 2020 as well as provide funding to
reimburse the cities for their contributions and to reimburse the Fairgrounds for the use
of their property for the testing. The County conditioned their offer on the City of
Pleasanton continuing to be the conduit of the payments on behalf of the County. The
proposed lease agreement (Agreement) with the Fairgrounds outlines the terms, dates,
facilities, and daily rates for the Fairgrounds testing site. The City needs to enter the
proposed Agreement to pass-through the County's reimbursement to the Fairgounds.
RECOMMENDATION
Approve the draft Agreement with the Fairgrounds for use of space to provide COVID-
19 testing services provided through December 30, 2020 in an amount not to exceed
$374, 100 and authorize the City Manager to finalize and sign the Agreement.
FINANCIAL STATEMENT
Under the proposed Agreement, the Fairgrounds will invoice the City for up to $374, 100,
which the City will pay. In turn, the City will then invoice the County for the $374, 100.
The City has no other financial obligation under the proposed Agreement.
