Each of the cities
contributed $100,000 to reimburse SVC for the cost of supplies and equipment for the
testing site. SVC has operated the Fairgrounds testing site since April 28, 2020. The
City of Pleasanton is entered into an agreement with Alameda County to provide up to
$1 .2 million to SVC to continue to operate the Fairgrounds testing site through August
28, 2020. The cities and SVC entered into a first amendment to the MOU (First
Amendment) that reflected the terms of the City's MOU with Alameda County for the
Fairgrounds testing site.
SVC needs additional financial support to continue to operate the Fairgrounds testing
site through December 30, 2020. Alameda County agreed to provide an additional
$1 ,674,900 for SVC's operation of the Fairgrounds testing site through December 30,
2020 as well as provide funding to reimburse the cities for their contributions and to
reimburse the Alameda County Fairgrounds (ACF) for the use of their property for the
testing. The County proposed a first amendment to its MOU with the City to fund these
expenses. The proposed second amendment to the MOU (Second Amendment) reflects
the County's proposed first amendment to its MOU with the City.
RECOMMENDATION
Approve the second amendment the MOU with the City of Dublin, City of Livermore and
SVC for COVID-19 testing services for the period of April 28, 2020 to December 30,
2020 to include the terms of the proposed first amendment to the City's MOU with
Alameda County and authorize the City Manager to finalize and sign the first
amendment to the MOU.
