CITY OF PLEASANTON CITY COUNCIL SPECIAL MEETING MINUTES October 1, 2020 This meeting was conducted in accordance with Governor Newsom's Executive Orders N-25-20 COVID-19 pandemic protocols. Mayor Thorne called the teleconferenced special meeting of the City Council from various remote locations to order at the hour of 6:30 p.m. Councilmember Brown led the Pledge of Allegiance. ROLL CALL Present: Councilmembers Brown, Pentin, Testa, Mayor Thorne, due to technical difficulties Narum joined at 6:42 p.m Absent: None CONSIDER ACCEPTANCE OF IMPLEMENTATION PLAN FOR KEY STRATEGIES FROM THE PRESIDENT'S TASKFORCE ON 21ST CENTURY POLICING City Manager Nelson Fialho introduced the item and reported the City Council adopted an Action Plan in July to host Community Listening Sessions, review existing police department policies, and consideration of near and long-term policy goals for community policing. He reported the Community Listening Session took place on July 21 and the review of existing police department policies and mental health crises response took place on August 20th. He reported City Council directed staff to return with information on an Alternate Mental Health Response Program with the concept to shift the paradigm of crisis response from being law enforcement centric to more clinician-based and will be presented in early 2021. City Manager Fialho advised tonight's meeting will be dedicated to the status of the Pleasanton Police Department's (PPD) implementation of the President's Taskforce on 21st Century Policing and consideration of Alternative Oversight Models including a Chief's Advisory Board to advise the Chief on matters of public safety. Chief David Swing provided an update on action items from the last City Council meeting. He reported the Use of Force Policy has been updated and is available on the PPD and City website, is being distributed to staff, and will be included in the next Force Options training. He reported staff is beginning to work on an Alternate Response to Mental Health Work Plan which will include evaluating different programs and he looks forward to bringing that information back to City Council for review. He noted there was much support and excitement within the department for developing and implementing the plan. He advised discussions will start with Pleasanton Unified School District (PUSD) regarding School Resource Officers (SROs) and the D.A.R.E. Program to evaluate its efficacy and to learn more about the community's interests and support for officers involved with students. He reported staff had already established a relationship with Sunflower Hill pre-COVID and autism training was conducted in September with another session taking place on October 8th. Lastly, he reported staff has identified a vendor to establish an Early Warning and Use of Force tracking system and look forward to having that implemented by the end of the calendar year. Captain Craig Eicher provided a brief overview of the implementation of 21st Century Policing. He reported President Barack Obama signed an Executive Order in 2014 creating the President's Task Force on 21st Century Policing in response to civil unrest in Ferguson, Missouri. He advised the task force released the final report in May 2015 followed by an implementation guide for government, law enforcement, and communities in July 2015. He reported a team was assembled to work through the implementation guide and identify how PPD was aligned with 21st Century Policing concepts while at
