CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />ORDINANCE NO. 1903 <br /> <br />AN ORDINANCE OF THE CITY OF PLEASANTON AMENDING <br />SECTION 20.08.012 OF THE PLEASANTON MUNICIPAL CODE <br />AND ADDING SECTIONS 20.08.120 AND 20.08.121 OF <br />THE PLEASANTON MUNICIPAL CODE <br /> <br />WHEREAS, <br /> <br />California Health and Safety Code Sections 17958 and 17958.5 allow the City, by <br />ordinance, to make amendments to the State Building Standards Code and other <br />regulations adopted pursuant to California Health and Safety code Section 17922; <br />and <br /> <br />WHEREAS, California Health and Safety Code Section 17958.5 requires that such amendments <br /> must be determined to be reasonably necessary because of local climatic, <br /> geographical or topographical condition. <br /> <br />WHEREAS, <br /> <br />such amendments are reasonably necessary to protect the health, safety, and <br />welfare of the citizens of the City of Pleasanton because of local climatic, <br />geographical and topographical conditions, including the following: <br /> <br />Local climatic conditions include a low amount of average yearly rainfall, which <br />tends to be concentrated from October through April. From May through <br />September, a dry period occurs &tring which daily temperatures remain high and <br />there is little measurable precipitation. In addition, the local climate frequently <br />includes high winds, which sweep down through the valley. <br /> <br />In developed areas of the City, fires can occur in buildings, rubbish, automobiles, <br />and grass fires on vacant lots. In the undeveloped areas of the City, there is a risk <br />of large brush and grass rites. If a fire occurs in either a developed or <br />undeveloped area of the City, the local dry conditions combined with high winds <br />create the risk of a potential firestorm. <br /> <br />In addition, local residential development is occurring in previously undeveloped <br />areas adjacent to wild fire hazard areas. These new developments increase the <br />chance of fire while simultaneously being located further from fire stations, <br />delaying critical response times. <br /> <br /> <br />
