10 <br /> THE CITY OF <br /> ILL <br /> - CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> June16, 2020 <br /> Engineering <br /> TITLE: AUTHORIZE THE CITY MANAGER TO APPROVE FIRST AMENDMENT <br /> SUBDIVISION IMPROVEMENT AGREEMENT TRACT 8245 BETWEEN <br /> MERITAGE HOMES AND THE CITY OF PLEASANTON TO REQUIRE <br /> MERITAGE HOMES TO CONSTRUCT A MISSING SECTION OF 16-INCH <br /> WATER PIPELINE IN NEVADA STREET BETWEEN CALIFORNIA STREET <br /> AND BERNAL AVENUE, FOR WHICH THEY WILL BE REIMBURSED THE <br /> NOT-TO-EXCEED AMOUNT OF $840,930 <br /> SUMMARY <br /> On May 31, 2018, Meritage Homes of California and the City of Pleasanton entered into <br /> a Subdivision Improvement Agreement whereby Meritage Homes agreed to construct <br /> the public infrastructure as shown on the city-approved Irby Ranch Improvement Plans <br /> for Tract 8245. The plans include the extension of Nevada Street from Stanley <br /> Boulevard, southeast along the Arroyo Del Valle, to connect to the existing section of <br /> Nevada Street between California Street and Bernal Avenue. The plans also include the <br /> installation of a 16-inch diameter water pipeline within the new section of Nevada Street, <br /> connecting the existing 16-inch pipeline in Stanley Boulevard and a 16-inch pipeline in <br /> Nevada Street at the intersection with California Avenue. This new water pipeline would <br /> complete the loop identified as being required in the 2004 Water Master Plan, and <br /> provide water from Zone 7 turnout number five, located at the intersection of Nevada <br /> Street and Bernal Avenue, northwest to the downtown area of Pleasanton and beyond. <br /> However, it was discovered during construction of the Irby Ranch improvements that the <br /> 16-inch pipeline that was supposed to be within Nevada Street between California <br /> Street and Bernal Avenue did not exist despite it being shown on City "as-built" <br /> drawings from previous projects. Subsequently, the City worked with Meritage Homes to <br /> prepare plans for the construction of the required 16-inch pipeline in Nevada Street from <br /> California Street to Bernal Avenue. Since time is of the essence, it is recommended that <br /> Meritage Homes construct the pipeline in accordance with the reviewed and approved <br /> plans, and the City reimburse Meritage Homes for the actual construction cost up to a <br /> not-to-exceed amount of $840,930. <br /> RECOMMENDATION <br /> 1. Authorize the City Manager to approve the First Amendment to Subdivision <br /> Improvement Agreement Tract 8245 between Meritage Homes of California and the <br /> City of Pleasanton to require Meritage Homes to construct a section of 16-inch water <br /> pipe in Nevada Street, between California Street and Bernal Avenue, as shown on <br />
