PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION N0. PC-2003-06 <br />RESOLUTION RECOMMENDING APPROVAL OF THE APPLICATION OF THE <br />CITY OF PLEASANTON TO AMEND THE PLEASANTON MUNICIPAL CODE BY <br />ADDING A GENERATOR SITING ORDINANCE, AS FILED UNDER CASE PRZ-07 <br />WHEREAS, the City of Pleasanton has filed an application to amend the Pleasanton Municipal <br />Code by adding an ordinance that would establish locational requirements and City <br />review procedures for electricity generator facilities, including turbines and engines <br />that generate electricity, emergency backup generators, fuel cell facilities <br />photovoltaic facilities, and wind energy; and <br />WHEREAS, at its duly noticed public hearing of February 12, 2003 the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations of the City <br />staff concerning the amendment to the Municipal Code; and <br />WHEREAS, at its meeting of February 12, 2003, the Planning Commission recommended <br />approval of the Negative Declazation prepared for the proposal; and <br />WHEREAS, the Planning Commission determined that the proposed Generator Siting Ordinance <br />addresses the major environmental and economic concerns of the community. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br />Section 1. Recommends approval of Case PRZ-07, the application of the City of Pleasanton to <br />amend the Pleasanton Municipal Code by adding an ordinance that would <br />establish locational requirements and City review procedures for electricity <br />generator facilities, including turbines and engines that generate electricity, <br />emergency backup generators, fuel cell facilities photovoltaic facilities, and wind <br />energy, as shown on Exhibit "A," attached hereto and made part of this case by <br />reference. <br />Section 2. Recommends that the City Council direct staff to consider ways to provide <br />applicants with Green Building LEED"" (Leadership in Energy and Environmental <br />Design) credit for cogeneration or combined cycle proposal. <br />Section 3. Recommends that the City Council direct staff to consider ways to provide <br />applicants with Green Building LEEDT"' (Leadership in Energy and Environmental <br />Design) credit for biodiesellnatural gas proposals for emergency standby generators. <br />Section 4. This resolution shall become effective immediately upon its passage and adoption. <br />
