THE CITY OF 6 <br /> III min I I CITY COUNCIL AGENDA REPORT <br /> pL£ASANTONL <br /> January 21, 2020 <br /> Community Development <br /> Police <br /> Information Technology <br /> TITLE: APPROVE AGREEMENT WITH LEHR AUTO ELECTRIC IN THE AMOUNT <br /> OF $466,089 FOR THE AUTOMATIC LICENSE PLATE READER SYSTEM, <br /> CIP NO. 18547 <br /> SUMMARY <br /> The Automatic License Plate Reader System Capital Improvement Project consists of <br /> installing 30 Automatic License Plate Reader (ALPR) cameras at the 11 most commonly <br /> used entrances to the city. The objective of the project is to increase public safety using <br /> technology to detect and prevent criminal activity through proactive enforcement efforts <br /> and to improve investigative processes utilizing ALPR data. Staff has reviewed all <br /> project proposals, and recommends approval of the agreement with Lehr Auto Electric <br /> (Lehr) in the amount of $466,089 for the Automated License Plate Reader System, CIP <br /> No. 18547. <br /> RECOMMENDATION <br /> 1. Approve and authorize the City Manager to enter into the Agreement with Lehr <br /> Auto Electric, in the amount of $466,089. <br /> 2. Authorize the Director of Community Development to approve and execute <br /> change order(s) to the agreement, for a contingency amount not-to-exceed <br /> $46,609 (approximately 10 percent of the agreement amount) for unforeseen yet <br /> necessary related work. <br /> 3. Appropriate an additional $61,040 from the Miscellaneous CIP Fund to complete <br /> funding for this project. <br /> FINANCIAL STATEMENT <br /> The anticipated total expenditure for this project is $466,089. A total of $550,000 was <br /> budgeted in CIP No. 18547. In August 2019, a total of seven ALPR cameras were <br /> purchased for installation at two highly trafficked locations totaling $98,342. The total <br /> amount remaining in CIP No. 18547 is approximately $451,658. Staff recommends <br /> appropriation of an additional $61,040 from the Miscellaneous CIP Fund to this project <br /> that will cover the agreement and potential contingency costs. At project completion, <br /> any remaining budget will be returned to the Miscellaneous CIP Fund. <br /> The ALPR system will require approximately $18,400 in annual licensing expenses. <br /> These expenses will be included in the Police Department's annual operating budget. <br />
