Attachment 1 <br />SUMMARY OF TOBACCO RETAILERS CONCERNS <br />REGARDING YOUTH COMMISSION'S PROPOSED TOBACCO REGULATIONS <br />SUMMARY <br />City staff met with tobacco retailers on Wednesday November 20th. Invitations were <br />mailed to about 40 license holders, and 10 came to this informal meeting. The goal was <br />to explain the tobacco restrictions being proposed by the Youth Commission, and to hear <br />retailers' questions and concerns. <br />DISCUSSION <br />Comments about the Youth Commission's proposals are listed below, as well as overall <br />comments and process considerations. <br />Ban flavored tobacco. <br />A. Adult clients enjoy flavored pipe tobacco and will lose access <br />a. Adult client (80 -year-old grandmother) buys watermelon and fruit e - <br />cigarettes <br />B. High percentage of sales at a tobacco store are flavored tobacco, so ban would <br />end business <br />C. Aromatic and flavored pipe tobacco should not be included in ban, as young people <br />are not smoking pipes <br />2. Ban e -cigarettes. <br />A. Vaping gets people to stop smoking cigarettes <br />B. Adults enjoy vaping <br />C. 55% of sales from e -cigarettes at a tobacco store — so ban would end business <br />D. Just ban e -cigarettes, not flavored tobacco, no 1,000 foot buffer, and no minimum <br />pack sizes and prices <br />3. Prohibit tobacco sales within 1,000 feet of public parks, public schools and public <br />recreational facilities. <br />A. If gas stations cannot sell cigarettes to adults, will also lose business when adult <br />goes elsewhere to buy gas, food, etc. <br />B. Want restriction only 500 feet from public schools, and not public parks or public <br />recreational facilities <br />C. Want restriction only 1,000 feet from public schools, and not public parks or public <br />recreational facilities <br />4. Minimum pack sizes and pricing. <br />A. Proposal about pack sizes does not reflect manufacturers pack sizes <br />B. Need clarity about exemptions for $10 cigars and hand -rolled cigars; meaning that <br />$7 hand -rolled cigar allowed <br />
