THE CITY OF 16 <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> October 15, 2019 <br /> Community Development <br /> Planning Division <br /> TITLE: CONSIDER ADOPTION OF A NEGATIVE DECLARATION AND <br /> INTRODUCTION OF AN ORDINANCE TO APPROVE A PLANNED UNIT <br /> DEVELOPMENT (PUD) REZONING AND DEVELOPMENT PLAN AND <br /> A CONDITIONAL USE PERMIT FOR REDEVELOPMENT OF THE <br /> EXISTING SHELL SERVICE STATION AND 7-ELEVEN CONVENIENCE <br /> STORE SITE WITH A NEW CONVENIENCE STORE, FUEL STATION <br /> AND DRIVE-THROUGH CAR WASH, LOCATED AT 3760 AND 3790 <br /> HOPYARD ROAD <br /> SUMMARY <br /> Brad Hirst (applicant), on behalf of the property owner, Anabi Real Estate Development <br /> LLC, is proposing to demolish the existing 7-Eleven convenience store, auto <br /> service/smog check building, and Shell service station canopy located at 3760 and 3790 <br /> Hopyard Road and construct a new 7-Eleven convenience store, drive-through <br /> carwash, and Shell service station, including fueling islands and canopy. The proposal <br /> also includes related site improvements, including the elimination of an existing internal <br /> drive aisle between the project site and the adjoining site to the south owned by the <br /> Church in Pleasanton. The existing fuel station and convenience store are currently <br /> located on two separate but adjoining parcels, which will be merged into one single <br /> parcel. The Planning Commission recommended approval of the applications on August <br /> 28, 2019, and the item is now before the City Council which may approve, approve with <br /> conditions, or deny the proposed development. <br /> PLANNING COMMISSION ACTION <br /> On August 28, 2019, the Planning Commission, after taking public testimony and <br /> discussion of the proposal, on a 5-0 vote recommended approval of the applications <br /> based on the project analysis and PUD considerations and subject to the Conditions of <br /> Approval with modifications. The modified conditions were related to: 1) the southern <br /> driveway width on Hopyard Road, 2) the height of the wall/fence located adjacent to the <br /> southern property line; 3) the roof material; and 4) the planting species adjacent to the <br /> southern property line. The Commission-modified conditions are shown in Exhibit B of <br /> Attachment 1 . The Planning Commission agenda report and excerpted meeting minutes <br /> are included as Attachment 2. <br /> RECOMMENDATION <br /> 1. Find that the proposed project would not have a significant effect on the environment <br /> and adopt a resolution adopting the attached Negative Declaration (Attachment 3); <br />
