RESOLUTION NO. PC-2019-16 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br /> RECOMMENDING THAT THE CITY COUNCIL CERTIFY THE FEIR FOR THE DOWNTOWN <br /> SPECIFIC PLAN UPDATE; MAKE FINDINGS RELATED TO SIGNIFICANT IMPACTS AND <br /> ALTERNATIVES; ADOPT A STATEMENT OF OVERRIDING CONSIDERATIONS; ADOPT <br /> THE MITIGATION MONITORING REPORTING PROGRAM; AND ADOPT A WATER <br /> SUPPLY ASSESSMENT <br /> WHEREAS, the City Council has identified as a priority the update to the 2002 Downtown <br /> Specific Plan (the "Project"); and <br /> WHEREAS, the City Council appointed a ten-member task force to guide and oversee <br /> the specific plan update; and <br /> WHEREAS, the Downtown Specific Plan Update Task Force has met regularly since <br /> January 2017 to discuss and deliberate various updates the specific plan; and <br /> WHEREAS, the pursuant to the California Environmental Quality Act (CEQA), an <br /> Environmental Impact Report (EIR) was prepared for the Project, including a Water Supply <br /> Assessment; and <br /> WHEREAS, at its meeting of May 28, 2019, the Downtown Specific Plan Task Force <br /> reviewed and provided a favorable recommendation regarding EIR and Mitigation Monitoring <br /> Reporting Program; and <br /> WHEREAS, on June 26, 2019, the Planning Commission held a duly-noticed public <br /> hearing and considered relevant exhibits, recommendations of the City staff, and received <br /> testimony from the public concerning the proposed EIR for the Project. <br /> NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City of <br /> Pleasanton, based on the entire record of proceedings, including the oral and written staff <br /> reports and all public comment and testimony: <br /> Section 1: Recommends that the City Council: certify the EIR for the Downtown Specific Plan <br /> Update (Attachment 1); make findings related to significant impacts and alternatives <br /> (Attachment 2); adopt a Statement of Overriding Considerations (Attachment 2); adopt the <br /> Mitigation Monitoring Reporting Program (Attachment 3); and adopt a Water Supply <br /> Assessment, with modifications identified by the Planning Commission in the approved <br /> minutes of the June 26, 2019, meeting. <br /> Section 2: This resolution shall become effective immediately upon its passage and adoption. <br />that this is the second of the four <br /> times in 2019 that the Land Use Element of the General Plan may be amended as provided in <br /> Government Code Section 65358. <br />
