THE CITY OF �° -•• i �� ' ' �� CITY COUNCIL AGENDA REPORT j�L� �S�4NTON October 1, 2019 Operations Services TITLE: INTRODUCE AN ORDINANCE AUTHORIZING THE IMPLEMENTATION OF A COMMUNITY CHOICE AGGREGATION PROGRAM AND ADOPT A RESOLUTION APPROVING AN AGREEMENT TO PARTICIPATE IN THE JOINT POWERS AGREEMENT WITH THE EAST BAY COMMUNITY ENERGY (EBCE) AUTHORITY TO PROVIDE ELECTRIC SERVICES TO THE CITY OF PLEASANTON SUMMARY On September 17, 2019, City Council directed staff to pursue participation and implementation of a Community Choice Aggregation (CCA) program with the East Bay Community Energy (EBCE) Authority. In addition to reducing greenhouse gas emissions, this program provides alternate electric services to consumers and increases local control over energy rates that are competitive with those provided by the incumbent utility. The next step for the City is to adopt an uncodified ordinance authorizing the City's implementation of a CCA program through EBCE along with a resolution approving a Joint Powers Authority (JPA) agreement to join the EBCE Joint Powers Authority. RECOMMENDATION 1. Introduce and waive the full reading of an ordinance implementing a Community Choice Aggregation Program; and 2. Adopt a resolution approving a Joint Powers Agreement with the East Bay Community Energy (EBCE) Authority to provide electric services to the City of Pleasanton. FINANCIAL STATEMENT There is no fiscal impact associated with adopting an ordinance implementing a Community Choice Aggregation program or approving a Joint Powers Agreement with the EBCE Authority to provide electric services to the City of Pleasanton. There, however, will be costs and staff time associated with initiating this effort and conducting public outreach for the rollout of EBCE.
