THE CITY OF <br />�° -•• i ��� ����' ' ��� CITY COUNCIL AGENDA REPORT <br />j�L� �S�4NTON <br />October 1, 2019 <br />Operations Services <br />TITLE: INTRODUCE AN ORDINANCE AUTHORIZING THE IMPLEMENTATION <br />OF A COMMUNITY CHOICE AGGREGATION PROGRAM AND ADOPT <br />A RESOLUTION APPROVING AN AGREEMENT TO PARTICIPATE IN <br />THE JOINT POWERS AGREEMENT WITH THE EAST BAY COMMUNITY <br />ENERGY (EBCE) AUTHORITY TO PROVIDE ELECTRIC SERVICES TO <br />THE CITY OF PLEASANTON <br />SUMMARY <br />On September 17, 2019, City Council directed staff to pursue participation and <br />implementation of a Community Choice Aggregation (CCA) program with the East Bay <br />Community Energy (EBCE) Authority. In addition to reducing greenhouse gas <br />emissions, this program provides alternate electric services to consumers and increases <br />local control over energy rates that are competitive with those provided by the incumbent <br />utility. The next step for the City is to adopt an uncodified ordinance authorizing the <br />City's implementation of a CCA program through EBCE along with a resolution <br />approving a Joint Powers Authority (JPA) agreement to join the EBCE Joint Powers <br />Authority. <br />RECOMMENDATION <br />1. Introduce and waive the full reading of an ordinance implementing a <br />Community Choice Aggregation Program; and <br />2. Adopt a resolution approving a Joint Powers Agreement with the East Bay <br />Community Energy (EBCE) Authority to provide electric services to the <br />City of Pleasanton. <br />FINANCIAL STATEMENT <br />There is no fiscal impact associated with adopting an ordinance implementing a <br />Community Choice Aggregation program or approving a Joint Powers Agreement with <br />the EBCE Authority to provide electric services to the City of Pleasanton. There, <br />however, will be costs and staff time associated with initiating this effort and conducting <br />public outreach for the rollout of EBCE. <br />
