AGENDA REPORT <br />September 4, 2019 <br />Item 4 <br />TITLE: REVIEW OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) <br />CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION <br />REPORTS (CAPER) FOR FISCAL YEAR 2018-2019 <br />SUMMARY <br />Pursuant to Community Development Block Grant (CDBG) Program requirements of the <br />U.S. Department of Housing and Community Development (HUD), the City must hold a <br />public hearing to review fiscal year 2018-2019 CDBG-funded program accomplishments <br />and submit a final Consolidated Annual Performance and Evaluation Report (CAPER). <br />The CAPER summarizes CDBG and other housing and human services projects for low <br />and moderate income persons supported by the City during fiscal year 2018-2019. This <br />year, the Human Services Commission will review those projects that were subject to <br />the commission's funding recommendation, which include CDBG and City General <br />Funds for Human Services, while the Housing Commission will review accomplishments <br />for projects funded through the Lower Income Housing Fund and federal HOME <br />Investment Partnership Program (HOME). Each agency has been asked to send a <br />representative to attend and provide a brief oral presentation of program <br />accomplishments. <br />RECOMMENDATION <br />The commission should hold a public hearing to review agencies' accomplishments and <br />direct staff to compile the information and finalize the required CAPER document for <br />submittal to HUD. <br />FINANCIAL STATEMENT <br />There is no fiscal impact to the City related to the review of the annual CAPER report. <br />
