THE CITY OF Planning Commission MOM 203 Agenda Report L€ ASANTON August 28, 2019 Item 1 SUBJECT: Public Street Name for PUD-58, Austin/Meadowlark, 3459 Old Foothill Road PROPOSAL On November 7, 2006, the City Council approved applications for a General Plan Amendment and Planned Unit Development (PUD) Rezoning and Development Plan approval to develop an approximately 30.4-acre parcel into eight custom home sites and 22 acres of permanent open space to be dedicated to the City. A Vesting Tentative Tract Map was approved by the Planning Commission on May 23, 2007. In 2014, the applicant entered into a Development Agreement with the City to vest the applications for a ten-year period from 2014 to 2024. New street names are reviewed internally by internal life-safety responders (i.e., Pleasanton Police Department, Livermore-Pleasanton Fire Department and the Alameda County Fire Department dispatch unit) and other City divisions/departments to ensure that the proposed name(s) will not create delays in life-safety response times and/or conflict with existing street names within Pleasanton or adjoining jurisdictions. Once a street name is internally approved, the name is reflected on the Vesting Tentative Tract Map recorded for the project. The original Vesting Tentative Map approved in 2007 identified the street name to be Austin Place. However, since the applicant never submitted for a final map or improvement plans, the street name was never finalized. The owner of the property is now moving forward with finalizing their improvement plans and final map. As part of the review process, the previously-selected street name was routed to all internal life-safety responders and it was determined that Austin Place was no longer an acceptable street name since within the last 12 years it had been used in the City of Livermore and would create a conflict for first responders. The applicant has provided a new name request for the new public street, which is "Kingbird Court." Therefore, the proposed street name is before the Planning Commission for consideration. The proposed street name has been reviewed and found to be acceptable for use by the appropriate life-safety responders and City staff. RECOMMENDATION Staff recommends that the Planning Commission approve the public street name of"Kingbird Court," as shown in the attachment, for the approved development (PUD-58).
