THE CITY OF <br /> 4;;;;;F <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> August 20, 2019 <br /> City Manager <br /> TITLE: ADOPT A RESOLUTION TO ESTABLISH A PILOT PROGRAM FOR <br /> COMMERCIAL AND MULTI-FAMILY CART SERVICE ADDING <br /> FREQUENCY OF PICK-UPS ALLOWED PER WEEK AND APPROVING <br /> THE PILOT PROGRAM RATES <br /> SUMMARY <br /> The City of Pleasanton has a Franchise Agreement with Pleasanton Garbage Service <br /> (PGS) for solid waste, recyclable materials, and organic materials collection services <br /> which commenced on July 1, 2018. Per the Franchise Agreement terms the City <br /> Council sets all rates, (Section 8.2 A.) and in accordance to the requirements of this <br /> section PGS requested the addition of rates for increased frequency for commercial and <br /> multi-family carts which are now limited to once per week. PGS, City staff, and <br /> consulting firm HF&H developed a pilot program that would add the desired frequency <br /> to the commercial and multi-family cart service. Rates for this pilot program were also <br /> developed by HF&H and agreed to by PGS and City staff. <br /> On July 30, 2019 the City Council Refuse and Recycling Subcommittee (Vice-Mayor <br /> Brown and Councilmember Testa) met to discuss the pilot program and rates and <br /> unanimously agreed to recommend that the City Council consider adopting a resolution <br /> to establish the proposed pilot program and rates. <br /> RECOMMENDATION <br /> The City Council Refuse and Recycling Subcommittee and City staff recommend the <br /> City Council adopt a resolution to establish a pilot program for commercial and multi- <br /> family cart service adding frequency of pick-ups allowed per week and approving the <br /> pilot program rates. <br /> FINANCIAL STATEMENT <br /> There is no cost to the City to establish the pilot program and approve the pilot program <br /> rates. The cost will be paid by PGS customers who choose to subscribe to the service. <br />
