THE CITY OF <br />M-W <br />, _ w.1. <br />PLEASANTON. <br />Housing Commission <br />Agenda Report <br />June 20, 2019 <br />Item 6 <br />SUBJECT Overview of the Renew Alameda County (Renew AC) and Informational <br />Review and Discussion of Pleasanton's Housing Rehabilitation Program <br />RECOMMENDATION <br />This item is for the Commission's information only; no action is required. <br />BACKGROUND <br />Pleasanton has offered financial and technical assistance to lower income homeowner <br />households through its Housing Rehabilitation Program ("Housing Rehab Program") since <br />1993. The Program goals are to maintain safe homes and attractive neighborhoods, to <br />preserve affordable housing, to improve the quality of Pleasanton's housing stock, and to <br />ensure compliance with City building and zoning codes. <br />Rehabilitation efforts are part of the City's affordable housing strategy, and the assistance <br />provided by the Program is in concert with the General Plan's Housing Element policies and <br />the Consolidated Plan. <br />Two kinds of assistance are available: loans or grants. Grants vary in amount and are for <br />projects that are below $10,000. If applicants need work over $10,000, deferred loans, <br />requiring no monthly payment, up to $35,000 will be available. The current terms of all loans <br />are 3% simple annualized interest with a 30 -year term. <br />The City contracts with Habitat for Humanity ("Habitat"), to administer the Housing Rehab <br />Program. Habitat has been responsible for coordinating, directing, and managing the Program <br />for the City since October 2016. <br />DISCUSSION <br />Since Habitat began administering the Housing Rehab Program in October 2016, they have <br />processed 37 applications (see Table 1). However, as of May 2019, only 6 projects have been <br />completed, despite all the efforts Habitat has been putting in to ensure the Program is being <br />administered successfully. As Habitat continues to have to request to carry over funds from <br />the last three prior fiscal years, it is most appropriate to assess the challenges Habitat has <br />been encountering in expending the funds allocated for the program as well as solutions to <br />ensure the Program continues be a vital resource for Pleasanton residents. <br />Page - 1 - <br />
