CITY OF PLEASANTON <br /> CITY COUNCIL MEETING MINUTES <br /> May 21, 2019 <br /> Mayor Thorne called the regular meeting of the City Council to order at the hour of 7:00 p.m. <br /> Councilmember Testa led the Pledge of Allegiance and provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Absent: None <br /> AGENDA AMENDMENTS - None <br /> CONSENT CALENDAR <br /> Mayor Thorne invited public comments on the Consent Calendar. <br /> Marlene Bach referenced vehicles parked in public streets being used as storage for more than <br /> 72 hours and reported living by two households that have a total of 14 cars. Many of the vehicles are <br /> parked on public streets for months, weeds are growing under them, and the situation has caused <br /> property values to decline. She spoke in support of updating the 72-hour code and having cars parked <br /> 250 feet away or around the block. She added it will not be a fool-proof solution, but it is a start. <br /> Mayor Thorne closed public comments. <br /> City Manager Fialho stated staff can meet with the resident to review the issue and noted the item <br /> before the City Council tonight attempts to remedy the situation she described. <br /> City Attorney <br /> 1. Introduced and waived first reading of Omnibus Ordinance No. 2192 amending the Municipal <br /> Code regarding: amend §1.24.010 to make violations of cemetery rules subject to administrative <br /> citation; amend §2.29.070 to clarify term of officers of Youth Commission; amend §2.38.020 to <br /> have Housing Commission duties reflect actual practice; amend Chapter 3.22 to change name of <br /> public facilities fee to capital facilities fee; amend Chapter 3.26 to change name of traffic <br /> development fee to transportation fee; amend §5.28.010 to update reference to state law <br /> regarding downtown business improvement district; amend §11.36.100 to prohibit parking in bike <br /> lanes; add §11.36.160 requiring vehicle parked for 72 hours on street to move minimum distance; <br /> amend §14.04.090 regarding water bill responsibility and utility bill language; amend §14.04.130 <br /> to authorize city manager to adopt policy for discontinuation of residential water service for non- <br /> payment as required by state law; add a new Chapter 17.14 Water Efficient Landscaping; amend <br /> sections of Chapter 17.16 Tree Preservation to clarify hearing process and security; amend <br /> Chapter 17.40 to update the name of the lower-income housing fee to affordable housing fee, <br /> correct reference to state law and update for actual accounting practices; repeal Chapter 17.46; <br /> amend §18.84.160 Accessory Structures to remove out-of-date provision; amend §§18.124.100 <br /> and 18.124.270 to allow zoning administrator to extend use permit under certain circumstances; <br /> adopt resolution authorizing the City Attorney to settle certain fines and cost recovery matters; <br /> adopt resolution authorizing City Engineer to accept certain public improvements and determine <br /> when projects require public improvement agreements; adopt resolution amending the Master <br /> Fee Schedule to formalize passport execution fee, and Happy Valley Specific Plan Pro-rata Water <br /> and Sewer infrastructure fees <br />
