RESOLUTION NO. PC-2019-03 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> PLEASANTON RECOMMENDING APPROVAL OF A GENERAL PLAN <br /> AMENDMENT, SPECIFIC PLAN AMENDMENT AND REZONING APPLICATIONS AT <br /> 4363 AND 4377 FIRST STREET [P19-0021, P19-0022, AND P19-0023] <br /> WHEREAS, the City of Pleasanton has applied for a General Plan Amendment, <br /> Specific Plan Amendment, and Rezoning for the property at 4363 and 4377 First St. to: <br /> (1) change the General Plan Land Use Designation from Retail/Highway/Service <br /> Commercial; Business and Professional Offices to Community Facilities — Public and <br /> Institutional; (2) change the Downtown Specific Plan Land Use Designation from <br /> Downtown Commercial to Public; and (3) change the zoning from C-C (Central <br /> Commercial), Downtown Revitalization, Core Area Overlay District to Public and <br /> Institutional, Downtown Revitalization, Core Area Overlay District; and <br /> WHEREAS, the proposed amendments and rezoning have no possibility to have a <br /> significant effect on the environment and are therefore exempt from the California <br /> Environmental Quality Act per Title 14 California Code of Regulations §15061(b)(3); and <br /> WHEREAS, on February 27, 2019, the Planning Commission held a duly-noticed public <br /> hearing and considered all public testimony, relevant exhibits, and recommendations of <br /> the City staff concerning the applications; and <br /> WHEREAS, the Planning Commission finds that the proposed General Plan <br /> Amendment, Specific Plan Amendment, and Rezoning are consistent with the Goals <br /> and Policies of the Pleasanton General Plan; and <br /> WHEREAS, The Planning Commission determines that this is one of the four times in <br /> 2019 that the Land Use Element of the General Plan may be amended as provided in <br /> Government Code Section 65358. <br /> NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City of <br /> Pleasanton, based on the entire record of proceedings, including the oral and written <br /> staff reports and all public comment and testimony: <br /> Section 1: Recommends approval of Case P19-0021, a General Plan Amendment to <br /> change the Land Use Designation of the property at 4363 and 4377 First Street from <br /> Retail/ Highway/Service Commercial; Business and Professional Offices to Community <br /> Facilities — Public and Institutional, as shown on the attached Exhibit A and made part <br /> of this case by reference. <br /> Section 2: Recommends approval of Case P19-0022, a Specific Plan Amendment to <br /> change the Downtown Specific Plan Land Use Designation of the property at <br /> 4363 and 4377 First St. from Downtown Commercial to Public, as shown on the <br /> attached Exhibit B and made part of this case by reference. <br />and proportions (examples include, but are not limited <br /> to, steeples and chimneys). <br /> (B) Facade-Mounted Equipment.
