THE CITY OF Bicycle, Pedestrian & Trails <br />"-- - Committee <br />apu ft-9.mt, <br />e ii <br />PLEASANTON, Agenda Report <br />February 25, 2019 <br />SUBJECT: DOWNTOWN TRANSPORTATION CORRIDOR PARKING LOT <br />IMPROVEMENTS <br />SUMMARY <br />The City is working to expand the existing parking lot on the transportation corridor between <br />Bernal Avenue and Abbie Street to increase parking for and connectivity to the downtown, and <br />implement the transportation corridor plan, following the Firehouse Arts Center parking lot <br />design elements. The project will provide 140 parking stalls, a minimum 8 -foot -wide concrete <br />pedestrian path, and landscaping to enhance the path, while addressing transition conflicts and <br />the concerns of the adjacent property owners. Issues with the limited 75 -foot right-of-way, an <br />over 4 -foot grade differential in some areas, a Kinder Morgan gas pipeline, existing building <br />encroachment and mature landscaping maintained by adjacent properties all within the right-of- <br />way led to extensive outreach with the adjacent property owners. The project target is to start <br />construction late summer, with completion in early 2020. <br />RECOMMENDATION <br />It is recommended that the Bicycle, Pedestrian and Trails Committee review the plans provide <br />recommendations and approve the design of the project. <br />BACKGROUND <br />In 2008, the City purchased the Alameda County Transportation Corridor between Bernal <br />Avenue and Stanley Boulevard with the goal of expanding the parking to an estimated total 429 <br />parking spaces through the corridor, as well as maintaining the continuation of the Regional <br />Trail system through Downtown Pleasanton. <br />In 2011, the first parking lot expansion along the corridor between Neal Street and Spring Street <br />was completed as part of the Firehouse Arts Center construction project, providing 91 parking <br />spaces and a multi -use trail through the corridor. <br />In April 2017, City Council approved the Downtown Pleasanton Parking Strategy and <br />Implementation Plan that identified the transportation corridor between Bernal Avenue and <br />Abbie Street as the "number one" priority for downtown parking. <br />In 2018, City Council awarded a contract to HMH Engineers (HMH) to provide engineering and <br />design services for the expansion of the existing parking lot in the corridor between Bernal <br />Avenue and Abbie Street. Preliminary layouts were developed and reviewed to determine the <br />layout of the parking lot. Project concept boards were developed, and meetings were held with <br />all adjacent property owners to discuss the project and its impacts. Preliminary plans have been <br />
