THE CITY OF <br /> "A• _ LIBRARY COMMISSION <br /> pLEASANTONe AGENDA REPORT <br /> March 7, 2019 <br /> Item 5 <br /> TITLE: DISCUSS AND RECOMMEND REPLACING PLEASANTON PUBLIC <br /> LIBRARY'S FINES AND FEES POLICY WITH A MATERIALS RECOVERY <br /> POLICY <br /> SUMMARY <br /> The Pleasanton Public Library (PPL) staff is recommending a policy change to replace <br /> the current daily overdue fine model with a materials recovery model. This policy <br /> change is in an effort to eliminate unnecessary barriers to usage for all members and <br /> increase access, circulation and recovery of materials. <br /> RECOMMENDATION <br /> Recommend the City Council adopt a new materials recovery policy in place of the <br /> existing fines and fees model. <br /> FINANCIAL IMPACT <br /> Processing library fines can prove to be costly in staff time. In fiscal year 2017, the PPL <br /> collected $113,571 in library fines, over approximately 18,655 transactions, with city <br /> staff costs exceeding $47,500. The total revenue generated from the fines represents <br /> just 0.09% of the total general fund revenue ($117M) and 0.90% of the PPL operating <br /> budget ($13M). For fiscal year 2018/19, the Library is projecting revenues of <br /> approximately $80,000 in fines and fees. <br /> This policy would charge fees for damaged materials and materials not returned. Daily <br /> fines would be eliminated. Staff would offset the reduction in revenues with a reduction <br /> in expenditures for a cost-neutral solution. Ideas for offsets would be discussed with the <br /> Library Commission. <br />
