THE CITY Of 11 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON <br /> January 15, 2019 <br /> Community Development <br /> Planning Division <br /> TITLE: CONSIDER APPLICATIONS FOR MAJOR MODIFICATIONS TO THE <br /> PLANNED UNIT DEVELOPMENT (PUD) GOVERNING HACIENDA <br /> BUSINESS PARK (PUD-81-30 AND PUD-85-08) TO UPDATE THE <br /> HACIENDA PUD DEVELOPMENT PLAN AND DESIGN GUIDELINES. <br /> SUMMARY <br /> The purpose of these modifications is to provide updates to the Hacienda Business <br /> Park (Hacienda) PUD development plan and Design Guidelines. The updates to the <br /> Hacienda PUD development plan would resolve inconsistencies that have developed <br /> over the years, better align the categories of uses allowed under the PUD with those in <br /> the City's Zoning Ordinance, and unify the approach by which the overall amount of <br /> development in Hacienda is determined. The updates to the Hacienda Design <br /> Guidelines would align Hacienda's design standards with current city practice and State <br /> law including the State Water Efficient Landscape Ordinance, and would consolidate the <br /> several existing design guideline documents for Hacienda into a single document. None <br /> of the modifications would result in any increase to allowable development capacity, <br /> development intensities, or substantially modify development standards including on- <br /> site parking requirements. <br /> PLANNING COMMISSION ACTION <br /> On December 12, 2018, the Planning Commission unanimously recommended approval <br /> of the applications based on the findings included in the Planning Commission <br /> Resolution and subject to the conditions included in Attachment 1 (Exhibit A and B) and <br /> Attachment 2 (Exhibit A). The Planning Commission did not have substantial comments <br /> on the proposed amendment, or propose changes to the project as recommended by <br /> staff. The meeting agenda report and draft meeting minutes have been included in <br /> Attachments 4 and 5. <br /> RECOMMENDATION <br /> 1. Find that pursuant to the California Environmental Quality Act Guidelines, Section <br /> 15183, Projects Consistent with a Community Plan, General Plan, or Zoning, <br /> additional environment review is not required; and <br /> 2. Find that the proposed modifications to the PUD's are consistent with the General <br /> Plan; and <br />
