THE CITY OF 8 <br /> -•• ° ° "" CITY COUNCIL AGENDA REPORT v <br /> pLEASANTON <br /> December 18, 2018 <br /> Human Resources <br /> TITLE: INTRODUCTION OF PROPOSED MEMORANDUM OF <br /> UNDERSTANDING BETWEEN THE LIVERMORE-PLEASANTON FIRE <br /> DEPARTMENT JOINT POWERS AUTHORITY AND THE <br /> INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, LOCAL 1974 <br /> WITH TERM ENDING DECEMBER 31, 2021 <br /> SUMMARY <br /> The Memorandum of Understanding (MOU) between the Livermore-Pleasanton Fire <br /> Department Joint Powers Authority (LPFD JPA) and the International Association of Fire <br /> Fighters, Local 1974 (IAFF) expired on June 30, 2018. Representatives from IAFF and <br /> the cities of Livermore and Pleasanton met and conferred in good faith and have agreed <br /> to a successor agreement. The City's practice is to introduce the key elements of the <br /> proposed MOU, receive input from the public and allow for open discussion prior to <br /> adopting the agreement at the next public meeting. <br /> RECOMMENDATION <br /> It is recommended that the City Council obtain public input and provide comment <br /> regarding the key elements of the tentative agreement negotiated between the <br /> International Association of Firefighters, Local 1974 and the Livermore-Pleasanton Fire <br /> Department Joint Powers Authority. This matter will be included on the agenda for the <br /> January 15, 2019 City Council meeting for adoption. <br /> FINANCIAL STATEMENT <br /> The financial impact to the LPFD budget as a result of implementing the successor <br /> Memorandum of Understanding is approximately $5.5M through December 2021. The <br /> cost is shared by Livermore and Pleasanton. Pleasanton's share is approximately <br /> $2.8M over the term of the contract. The portion of Pleasanton's obligation for the FY <br /> 2018/19 is approximately $411 ,000. The funding will come from the General Fund <br /> Contingency. <br />
