THE CITY OF 5
L£ S4I\TO CITY COUNCIL AGENDA REPORT
November 6, 2018
Community Development
Planning Division
TITLE: AUTHORIZE CITY MANAGER TO EXECUTE A PROFESSIONAL
SERVICES AGREEMENT WITH M-GROUP, IN AN AMOUNT NOT TO
EXCEED $170,000 FOR CONTRACT PLANNING SERVICES
SUMMARY
The Community Development Department requires temporary contract planning
services for a period of up to six months, starting in mid- to late- November 2018. The
contract planning services, estimated at a total cost of up to $170,000, are necessary to
address a staffing shortfall that will occur with a forthcoming employee leave, and to
ensure work can continue on several critical projects, including the Downtown Specific
Plan Update. Following review of three proposals received, staff has recommended M-
Group, based on their roster of well-qualified contract planners with the necessary
expertise to provide the needed services, at billing rates competitive with the other firms
surveyed.
RECOMMENDATION
Authorize the City Manager to execute a professional services contract with M-Group, in
an amount not to exceed $170,000, for contract planning services.
FISCAL IMPACT
The contract total will be funded from a combination of salary savings from the
employee who will be on leave, and the Planning Division FY 2018-19 budget for
professional services.
