THE CITY OF 1 2 <br /> "1 "" CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> October 16, 2018 <br /> Operations Services <br /> TITLE: PRESENTATION BY ZONE 7 WATER AGENCY ON WATER SUPPLY <br /> STUDY UPDATE AND PROPOSED WHOLESALE WATER RATES <br /> SUMMARY <br /> On October 17, 2018, the Zone 7 Board of Directors (Board) will vote to potentially <br /> adopt multi-year wholesale treated water rate increases that would go into effect on <br /> January 1, 2019. City staff has monitored the Board's discussion on this subject and <br /> has attended their water rate Board workshops. Zone 7's General Manager, Valerie <br /> Pryor will be speaking tonight about Zone 7's budget, water rates and water supply. <br /> RECOMMENDATION <br /> Receive presentation from Zone 7 General Manager and adopt the attached resolution <br /> (Attachment 1) encouraging the Zone 7 Board of Directors to consider the following <br /> comments: <br /> 1) To delay their adoption of the multi-year rate proposal for increasing wholesale <br /> rates commencing January 1, 2019 to allow the public and retailers adequate <br /> time to review and comment on the proposed rate changes. <br /> 2) To rely on issuing bonds for major capital projects to reflect the useful life of the <br /> facility and ensures future users pay their fair share of the cost. <br /> 3) To reorganize their reserves and fund the replenishment of those reserves by the <br /> net revenues (surpluses) and not by raising rates. <br /> 4) To continue facilitating opportunities for comment from its water users and the <br /> general public on matters related to water rates. <br /> FINANCIAL STATEMENT <br /> If Zone 7 water rate increases are approved, there will be cost increases to every <br /> resident and business in Pleasanton. Pleasanton would realize annual water wholesale <br /> cost increases for water purchased starting in 2019. <br /> Page 1 of 5 <br />
