THE CITY OF 11 ° -,- "" CITY COUNCIL AGENDA REPORT pLEASANTONm October 16, 2018 City Manager TITLE: PRESENTATION BY TRI-VALLEY-SAN JOAQUIN REGIONAL RAIL AUTHORITY ON THE VALLEY LINK PROJECT AND CONSIDER ADOPTION OF RESOLUTION SUPPORTING A MULTIPLE UNIT SYSTEM SUMMARY Assembly Bill 758, which the Governor signed into law in October 2017, created the Tri- Valley-San Joaquin Regional Rail Authority (Authority) to advance and expedite the development of an effective and responsive transit connectivity between the Bay Area Rapid Transit (BART) and the Altamont Corridor Express (ACE) Rail Service. As the Council is aware, the City's policy position has been to support an extension of the BART system to Isabel Avenue and beyond. However, this alternative received a significant setback when the BART Board of Directors in May of 2018, declined to support such an extension. At their meeting on July 25, 2018, the Authority supported the recommendations of their staff and consultants to focus on the study of a primarily single-track Multiple Unit system extending from Pleasanton to Lathrop. The presentation to be given by Authority staff and consultants will include information on several of the issues important to the Council and the community including comparative ridership estimates, required right-of-way take, cost, project schedule, and parking. Consideration of a BART Extension will also be carried forward in the CEQA analysis for the project. RECOMMENDATION 1. Continue to support a BART Extension to Isabel and beyond reconfirming Resolution No.16-895; or 2. Adopt a resolution of the City Council of the City of Pleasanton supporting a rail connection between the Bay Area Rapid Transit (BART) and Altamont Corridor Express rail systems using a multiple unit system.
