THE CITY OF 11 <br /> ° -,- "" CITY COUNCIL AGENDA REPORT <br /> pLEASANTONm <br /> October 16, 2018 <br /> City Manager <br /> TITLE: PRESENTATION BY TRI-VALLEY-SAN JOAQUIN REGIONAL RAIL <br /> AUTHORITY ON THE VALLEY LINK PROJECT AND CONSIDER <br /> ADOPTION OF RESOLUTION SUPPORTING A MULTIPLE UNIT SYSTEM <br /> SUMMARY <br /> Assembly Bill 758, which the Governor signed into law in October 2017, created the Tri- <br /> Valley-San Joaquin Regional Rail Authority (Authority) to advance and expedite the <br /> development of an effective and responsive transit connectivity between the Bay Area <br /> Rapid Transit (BART) and the Altamont Corridor Express (ACE) Rail Service. As the <br /> Council is aware, the City's policy position has been to support an extension of the <br /> BART system to Isabel Avenue and beyond. However, this alternative received a <br /> significant setback when the BART Board of Directors in May of 2018, declined to <br /> support such an extension. At their meeting on July 25, 2018, the Authority supported <br /> the recommendations of their staff and consultants to focus on the study of a primarily <br /> single-track Multiple Unit system extending from Pleasanton to Lathrop. The <br /> presentation to be given by Authority staff and consultants will include information on <br /> several of the issues important to the Council and the community including comparative <br /> ridership estimates, required right-of-way take, cost, project schedule, and parking. <br /> Consideration of a BART Extension will also be carried forward in the CEQA analysis <br /> for the project. <br /> RECOMMENDATION <br /> 1. Continue to support a BART Extension to Isabel and beyond reconfirming <br /> Resolution No.16-895; or <br /> 2. Adopt a resolution of the City Council of the City of Pleasanton supporting a rail <br /> connection between the Bay Area Rapid Transit (BART) and Altamont Corridor <br /> Express rail systems using a multiple unit system. <br /> FINANCIAL STATEMENT <br /> There is no financial Impact. <br />
