THE CITY OF 3 <br /> =121 CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> October 16, 2018 <br /> City Manager <br /> TITLE: ADOPT A RESOLUTION DECLARING A SHELTER CRISIS PURSUANT <br /> TO CALIFORNIA GOVERNMENT CODE §§8698 ET SEQ., AND <br /> AUTHORIZING PARTICIPATION IN THE HOMELESS EMERGENCY AID <br /> PROGRAM (HEAP) AND SB 850 <br /> SUMMARY <br /> To urgently and immediately address California's homelessness crisis, the State, under <br /> the direction and authority of the California Homeless Coordinating and Financing <br /> Council, launched in August 2018 the Homeless Emergency Aid Program (HEAP), a <br /> $500 million block grant program designed to provide direct assistance to cities and <br /> counties to address the homelessness crisis throughout California. Alameda County <br /> Housing and Community Development (HCD) Department has been designated as the <br /> Administrative Entity eligible to apply for$16,192,049 of HEAP for use within Alameda <br /> County. HEAP, authorized by Senate Bill (SB) 850, requires that any jurisdiction <br /> seeking HEAP funding that can be used for homeless-related activities, must adopt an <br /> "Emergency Shelter Crisis" resolution. <br /> RECOMMENDATION <br /> Adopt a resolution declaring a shelter crisis in order to be eligible for State Homeless <br /> Emergency Act Program (HEAP) funds designed to provide direct assistance to cities <br /> and counties to address the homelessness crisis in California. <br /> FINANCIAL STATEMENT <br /> The declaration of a shelter crisis will not have a direct fiscal impact on the City, but it is <br /> a requirement to be eligible to receive HEAP funding, which can be used for homeless- <br /> related activities. <br />
