THE CITY OF <br /> 21 <br /> LEASANTON® CITY COUNCIL AGENDA REPORT <br /> August 21, 2018 <br /> Community Development <br /> TITLE: CONSIDER THE FOLLOWING ACTIONS RELATED TO URGENCY <br /> (INTERIM) ORDINANCE NO. 2182 PROHIBITING THE ISSUANCE OF <br /> SPECIFIED APPROVALS AND PERMITS FOR NEW OR EXPANDING <br /> MASSAGE ESTABLISHMENTS WITHIN THE DOWNTOWN SPECIFIC <br /> PLAN AREA: (1) ISSUE A WRITTEN REPORT DESCRIBING THE <br /> MEASURES TAKEN TO ALLEVIATE THE CONDITION WHICH LED TO <br /> THE ADOPTION OF THE ORDINANCE; AND (2) CONSIDER EXTENDING <br /> THE ORDINANCE FOR 22 MONTHS AND 15 DAYS <br /> SUMMARY <br /> On July 17, 2018, the City Council adopted Urgency (Interim) Ordinance No. 2182 <br /> ("Ordinance") that prohibits new or expanding massage establishments within the <br /> Downtown Specific Plan (DSP) area. The Ordinance is in effect for a period of 45 days. <br /> In order to allow further evaluation and possible adoption of additional regulations for <br /> massage establishments, an extension of the Ordinance is proposed, for a period of 22 <br /> months 15 days. In addition, a modification is proposed to the Ordinance in response to <br /> public comment to allow for an increase in the number of massage technicians at one <br /> time with Minor Conditional Use Permit approval. <br /> RECOMMENDATION <br /> Staff recommends that the City Council take the following actions related to the <br /> Ordinance: (1) issue a written report describing the measures taken to alleviate the <br /> condition which lead to the adoption of the Ordinance; and (2) consider extending the <br /> Ordinance as modified for 22 months and 15 days. <br /> FINANCIAL STATEMENT <br /> The extension of the Ordinance does not have a financial impact on the City. <br />
