Supplement to Livermore-Pleasanton Fire Department MOU Dated 8/1/96 <br /> With IAFF Local 1974 - For Fire Prevention Personnel <br /> This supplement to the above referenced MOU is to further clarify the wages, hours and working <br /> conditions of LPFD Fire Prevention Personnel represented by Local 1974. As the original <br /> negotiations that set up the first MOU for the new LPFD had to be quickly done, all issues with <br /> regard to represented Fire Prevention personnel were not completed. Further discussions with <br /> Local 1974 and the LPFD management Team have resulted in the following additions or <br /> clarifications to the MOU. Unless otherwise added or modified below, all items referencing Fire <br /> Prevention personnel in the original MOU remain unchanged. <br /> The items below represent the closure of all open items with regard to Fire Prevention personnel, <br /> and the acceptance of this MOU Supplement by Local 1974 means that Meet and Confer for Fire <br /> Prevention personnel is now complete for the remaining life of the MOU that expires on <br /> 7/31/2001. <br /> 1. Wage and Benefits: <br /> All represented Fire Prevention personnel will receive al the wage increases due in the Livermore <br /> line personnel schedule. The increases for prevention personnel will occur at the same time for line <br /> personnel as set forth in MOU Appendix "A"on page 34 and in Item "E" on page 26. This means <br /> the prevention personnel will receive an adjustment to base salary equal to the "EMT' <br /> compensation due line personnel. The EMT amounts are an additional base wage increase to the <br /> prevention personnel in order to maintain Fire Inspector top step in the LPFD pay plan comparable <br /> to that of top Engineer, as was the past practice with the City of Livermore. <br /> At the first Pleasanton pay period in August 1997, the two Fire Inspectors originally with the City <br /> of Pleasanton will be advanced to "E" step on the Livermore Fire Inspector pay schedule instead of <br /> "D" step. Effective with this change of the Pleasanton Inspectors to "E" Step, the Pleasanton <br /> Education Incentive pay they received on top of their base pay is eliminated permanently, including <br /> any new inspectors employed by the JPA in the future. <br /> All Fire Inspectors - current or future, will meet the educational requirements of the Career <br /> Development Plan to attain "E" step Fire Inspector compensation. The final time schedule will <br /> depend on the availability of any necessary regional training classes. Any such required classes <br /> will have course and travel fees paid by the Department. Attendance will be allowed as part of <br /> normal work hours. <br /> The original City of Pleasanton Fire Inspectors who were represented by PCEA, are represented <br /> by IAFF Local 1974 as of 8/1/96. Correspondingly, the PCEA Life Insurance benefit of $35,000 <br /> was reduced to the Local 1974 benefit of $25,000. Some of this reduction was offset by an <br /> increase in LTD benefits that Local 1974 members receive. <br /> 2. PERS Status: <br /> The classifications of Fire Inspector, Hazardous Materials Coordinator and Hazardous Materials <br /> Inspector will be placed in the same Safety PERS plan as maintained for the line personnel. In <br /> doing so, these job descriptions will be amended to reflect the safety duties of prevention personnel <br /> such as fire investigation, response to emergency scenes, basic first aid or other such peripheral <br /> emergency scene duties that they may be trained and equipped for. <br />
