THE CITY OF 16 <br /> '-; "" CITY COUNCIL AGENDA REPORT <br /> pLfASANTON <br /> July 17, 2018 <br /> Community Development <br /> TITLE: CONSIDER ADOPTING AN URGENCY ORDINANCE PROHIBITING THE <br /> ISSUANCE OF SPECIFIED APPROVALS AND PERMITS FOR NEW OR <br /> EXPANDING MASSAGE ESTABLISHMENTS WITHIN THE DOWNTOWN <br /> SPECIFIC PLAN AREA <br /> SUMMARY <br /> An urgency ordinance is proposed to prohibit the issuance of specified approvals and <br /> permits for new or expanding massage establishments within the Downtown Specific <br /> Plan (DSP) area. The ordinance would take effect immediately upon adoption and allow <br /> staff, in conjunction with the DSP Update, to evaluate if further regulation for massage <br /> uses downtown should be considered by the Planning Commission and City Council. <br /> RECOMMENDATION <br /> Staff recommends the City Council adopt an urgency ordinance prohibiting the issuance <br /> of specified approvals and permits for new or expanding massage establishments within <br /> the DSP area. <br /> FINANCIAL STATEMENT <br /> The adoption of the urgency ordinance does not have a financial impact on the City. <br />
