June 19, 2018 Engineering TITLE: APPROVE PROFESSIONAL SERVICES CONTRACTS FOR ON-CALL GEOTECHNICAL ENGINEERING AND MATERIAL TESTING PROFESSIONAL SERVICES WITH THE FIRMS OF ENGEO INCORPORATED, GEOCON CONSULTANTS, INC. AND BSK ASSOCIATES SUMMARY The City has a need for geotechnical engineering and material testing professional services for various projects. City staff advertised to receive Statements of Qualifications (SOQs) for these specialized services in February 2018. We received and reviewed 11 SOQs from respondent firms and invited the top six for interviews. Based on the firms' qualifications, interview performances, and responses to inquiries of provided references, staff recommends that the City Council award contracts to three firms: ENGEO Incorporated, Geocon Consultants, Inc. and BSK Associates. The contracts cover services between July 1, 2018, and June 30, 2021, with an option of two additional one-year extensions. The contract is capped at a total, aggregate not-to-exceed amount of $500,000. Although the recommended aggregate not-to-exceed amount is $500,000 over three years, there is no guaranteed amount of work to any of the three firms, and there is no guarantee that the $500,000 amount will be expended over the contract period. Work will be assigned based solely upon recognized need. RECOMMENDATION 1. Approve professional services contracts with ENGEO Incorporated, Geocon Consultants, Inc. and BSK Associates to provide on-call geotechnical engineering and material testing services in the total aggregate amount not-to-exceed $500,000 between July 1, 2018, and June 30, 2021, with the option of two one-year extensions. 2. Authorize the City Manager to execute the attached contracts. 3. Authorize the Director of Engineering to approve task authorizations up to $50,000. 4. Authorize the City Manager to approve task authorizations up to $100,000.
