CITY OF PLEASANTON CITY COUNCIL REGULAR MEETING MINUTES May 1, 2018 CALL TO ORDER Mayor Thorne called the regular meeting of the City Council to order at the hour of 7:00 p.m. Councilmember Pentin led the Pledge of Allegiance and provided opening remarks. ROLL CALL Present: Councilmembers Brown, Pentin, Olson, Mayor Thorne Absent: Councilmember Narum AGENDA AMENDMENTS City Manager Fialho announced Item No. 11 will be continued to a future meeting and referenced a memo regarding Item No. 1 that reflects a minor modification to the staff report. CONSENT CALENDAR Mayor Thorne announced he will recuse himself from Item No. 4. Councilmember Brown announced she will recuse herself from Item No. 4 and noted a change to the minutes of February 6, 2018. Mayor Thorne noted no quorum for Item No. 4 and City Manager Fialho announced Item No. 4 will be continued to the next meeting or to later in the present meeting, if Councilmember Narum is able to attend. Introduced and waived first reading of Omnibus Ordinance No. 2179 amending the Municipal Code regarding §1.24.125 to clarify appeal process for administrative citations, Ch. 3.40 to delete the expired North Sycamore Area Development Impact Fee, Ch. 11.52 to delete local bicycle licensing requirement and fee, Ch. 11.64 provide that street closure and parade permit holders may exclude others, §13.04.435 removing prohibition on outdoor dining area enclosures from being attached to the sidewalk. §14.04.050 clarify when a separate irrigation meter is needed, §14.06.040 provide for annual recycled water on-site inspection and allow certified persons to switch sites monitored. Ch. 17.16 delete Heritage Tree Board of Appeals written finding requirement and clarify that fines are appealable to the board, Ch. 18.106 provide that owner with second unit can rent both main house and second unit to a single party, Title 19 update subdivision map term and extensions to match state law; and adopted and waived full reading of Resolution No. 18-1014 amending the Master Fee Schedule to: (i) increase returned check charge to $25 to cover bank cost: (ii) revise backflow fee from $10 every two months to $60 once a year: and (iii) delete bicycle licensing fee 2. Introduced and waived first reading of Ordinance No. 2180 adding a new Chapter 11.58 to the Pleasanton Municipal Code related to the regulation of traffic medians City Manager 3.
