RESOLUTION NO. 18-1015 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON AMENDING <br /> THE MASTER FEE SCHEDULE REGARDING INCREASING THE RETURNED CHECK <br /> FEE FROM $10 TO $25 TO REFLECT ACTUAL COSTS, CHANGING THE TIMING FOR <br /> PAYMENT OF BACKFLOW PREVENTION DEVICE ADMINISTRATIVE FEE, AND <br /> DELETING THE LOCAL BICYCLE LICENSING PERMIT FEE <br /> WHEREAS, the current fee for a returned check is ten dollars ($10.00), an amount <br /> established in 1999 which does not reflect modern bank charges nor staff time costs; and <br /> WHEREAS, customers with backflow prevention devices currently pay a ten dollar <br /> ($10.00) administrative fee bi-monthly (every two months, for a total of six times per year; $10 x <br /> 6 = $60) and actual billing and administration would be more efficient if the fee were paid one time <br /> per year at the same sixty dollar ($60.00) total annual cost; and <br /> WHEREAS, the current local bicycle licensing fee (ranging from $1.00 to $3.00) has not <br /> been applied by the Pleasanton Police Department for many years as local licensing of bicycles <br /> has declined because stolen bicycles are sold nationwide, and the Pleasanton Municipal Code is <br /> being proposed to be amended to repeal the local bicycle licensing requirement and related fees. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Amends the Master Fee Schedule to: <br /> (a) In Section I. General and Administrative Fees, Subsection A. General - increase the <br /> Returned Check Fee from ten dollars ($10.00) to twenty-five dollars ($25.00); <br /> (b) In Section IX. Water Rates, Fees and Charges, Subsection A. Water Rates & <br /> Charges, the Backflow Prevention Device Administration Charge is amended from ten <br /> dollars ($10.00) bi-monthly to sixty dollars ($60.00) annually; and <br /> (c) In Section V. Police Department, Subsection B. Special Permits - delete all Bicycle <br /> Licensing Permit Fees. <br /> SECTION 2. This resolution shall be effective immediately with regard to the increase in <br /> the returned check fee and timing for payment of backflow prevention device administrative fee; <br /> and shall go into effect simultaneously with the effective date of the omnibus ordinance amending <br /> the municipal code to delete the local bicycle licensing requirement and fee. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on May 1, 2018. <br />
